Background

		An inclusive green economy is low carbon, efficient and clean in production, but also inclusive in consumption and outcomes, based on sharing, circularity, collaboration, solidarity, resilience, opportunity, and interdependence. The transition to a green economy can advance the global sustainable development agenda by providing a pathway to poverty eradication and supporting the implementation of the Sustainable Development Goals. The emergence of the green economy has already had a positive effect in reinvigorating the global commitment to sustainable development, and has been a catalyst for renewed national policy development in this respect. Many countries are taking, or have already taken, steps to reform their legal and governance structures to incorporate laws and policies, which promote a green economy. Kyrgyzstan has expressed its commitment to making the transition to more inclusive green economy approaches by adopting National 2040 Sustainable Development Vision that helps to accelerate progress on the Sustainable Development Goals (SDGs). It has already emerged as a leader in Central Asia by establishing a strong national policy framework for its transition to a green economy (GE). In 28 June 2018, by the Parliament Decree ¹ 2532-VI, the Public Council for Transition to Green Economy was established. Along with this decision, the parliamentarian Concept “Kyrgyzstan is a Country of Green Economy” was adopted. This Concept serves as the GE roadmap for the country and lays the foundation for reforms and innovations in several critical GE sectors. These include the following priorities and cross-cutting themes: green agriculture, green industry, green energy, low carbon and environmentally friendly transport, sustainable tourism, green cities, municipal waste management, sustainable finance, fiscal incentives, and sustainable public procurement. It is widely known that well-functioning regulatory framework can create rights and incentives that drive green economy. OSCE Programme Office supports the Secretariat of the Public Council for Transition to Green Economy since 2020 and it has been proven that existing regulatory framework should be better aligned with government objectives to promote green transition of economy. In 2021, the POiB will continue to support the Parliament’s Public Council for Transition to Green Economy in conduction of comprehensive legislative inventory and developing a number of amendments to the national legislation in order to promote Green Economy. Three national consultants is contracted by the OSCE Programme Office in Bishkek to support the activities of the Secretariat for the period of up to six months. These national consultants will form the unified working group, responsible for the improvement and processing of the existing legislative documents of different sectors of economy, and for the development of three separate strategic documents. Objective The ultimate objective of this assignment is to reconsider and enhance the existing Concept “Kyrgyzstan is a Country of Green Economy” adopted by the Parliament of Kyrgyz Republic in 2018.

Tasks and Responsibilities

		Under the supervision of the Program Manager, the Consultant will perform the following tasks: Reconsider and enhance the existing Concept “Kyrgyzstan is a Country of Green Economy”. This would include the following components: Inception report – outlining in detail the activities to be undertaken by the consultant including methodology, implementation plan and timelines. It should also include an overview of the narrative summarizing the consultant’s understanding of the scope and the intended goals of the community awareness campaign and an outline of the final report; New edition of Concept “Kyrgyzstan is a Country of Green Economy”, including sector-based approach, concentrating on key pillars of national economic development; Develop corresponding Road Map, that includes priority activities to be covered along with the new edition of Concept “Kyrgyzstan is a Country of Green Economy”, including stakeholder mapping and engagement, ongoing (and previous) projects and their strategies followed and already identify key gaps, as well as the available information from the stakeholders that can feed into the Concept; A budget forecast of the costs associated with the suggested activities; A monitoring tool that provides feedback on the effectiveness and impact of the targeted activities; Provide support for the preparation of amendments to the Law on Organic Production in Kyrgyz Republic (drafting new version). This would include the following tasks: Form the task groups within the members of working group for special requested tasks on targeted sector of economy; Organize and conduct consultation with relevant authorities and stakeholders concerning enabling measures and policies for the targeted sector; Facilitation of the round-table with participation of 30 people to present and discuss the developed documents. Ensure the preparation of agenda and required supporting documents and materials; Address recommendations and comments from the involved stakeholders on the content of developed program; Hold consultancy meetings with relevant ministries and agencies with regard to Green Economy policies, legal frameworks and practices (Ministry of Disasters, Ministry of Agricultures, Water Resources and Regional Development, etc.); Submit monthly and final summary monitoring and evaluation reports, including information on supported events in accordance with reporting requirements of the OSCE Programme Office in Bishkek; Submit final M&E progress report, which includes consolidated analysis by each sector (challenges, lessons learned, and recommendations). Necessary Qualifications

		Master Degree or equivalent in law, economics, environmental economic and policy, political science or related fields; At least 7 years of relevant experience in economic and trade policy research and analysis; At least 3 years of specific experience with greening of the economy / environmental and/or climate related policy work; Familiarly with greening of the business/ environmental management in enterprise and green business development work and practices; High familiarity with policy processes and policy making in the Kyrgyzstan context; Ability to advocate and provide policy advice; Ability to lead and facilitate multi-stakeholder consultation processes and dialogues, to communicate effectively and build trust; Strong analytical, synthesis, report editing and writing skills in Russian and Kyrgyz; To be accountable and responsible for achieving results and meeting performance standards; Client orientation: To be responsive towards those to whom services are provided internally and externally; Fluency in Russian and Kyrgyz; Knowledge of English is strongly desirable.

Remuneration Package

		Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
