Background
In 2018, activities of Media Section of OMiK in relation to the local media outlets operating in non-Albanian languages are, among others, focused on enhancing their capacity on professional reporting standards and adherence to codes of ethics. Non-majority journalists from RTK2 will be trained on applicable media legislation, adherence by the print and electronic media to PCK and the Code of Conduct for Audio-visual Media Services (IMC), and the importance of journalism ethics;
Objective
The OSCE Mission in Kosovo requires the services of an experienced Serbian speaking consultant to enhance the capacity of selected media outlet. The consultant will work for a period of thirty (30) days in coordination with the Media Section Activity Manager to expand the capacity local TV journalists, respectively their media outlet.
Tasks and Responsibilities
The scope of the work performed by the consultants will include the following:
- Facilitate two 2 day training courses for 10 journalists
- Facilitate the day training course on television production, editing techniques, and professional journalism
- Provide hands-on training on production and filming of documentaries
- Provide hands-on training on editing techniques and storytelling
- Provide hands-on training on live television production
- Equip participants with skills of contemporary journalism standards in television production
- Prepare and deliver post-training report and evaluation
- He/She shall present an assessment report on the applicable media legislation for journalists in cases of violations of legal provisions, and consequences to their reporting and limitations to freedom of expression
- Local panellist shall present an assessment report on the implementation of applicable codes of conduct for print and electronic media, and the consequences of their non-adherence to the media profession itself and the public
- Provide hands-on training on editorial decisions in compliance with journalism practices in Serbian language
- Provide hands-on training on TV production
- Equip participants with skills of contemporary journalism standards in television production
- Prepare and deliver post-training report and evaluation
Deliverables:
After receiving information from Media Section Project Manager on planned activities for Strengthening Production Capacity of Local Media local consultants will:
- By 5th October the consultant will prepare and deliver timeline for 2 days training
- By 15th October the consultant will implement 2 days of training on Professional Reporting Standards and Adherence to Codes of Ethics
- By 10th October the consultant will carry out two days of preparatory work to develop a training program for journalists of RTK2
- By 31st October the consultant will carry out two days of follow-up with media outlet and composing evaluation report
- By 31st October the consultant will follow-up and compose the final evaluation report
Performance Indicators:
- Final documents incorporating comments received from the Project Manager delivered on time in an appropriate format and quality as requested by the Project Manager
- Consultancy implemented as planned
Qualifications:
- University degree in law, political science, journalism or other related field
- Fifteen years of relevant professional experience in media/journalism and communication sector
- Extensive experience in broadcasting journalism
- Previous experience in training of journalists and editors
- Knowledge of media development; ability to deal with media development in South-eastern Europe with particular knowledge of Kosovo media landscape
- Extensive experience in functioning of broadcasting services
- Professional knowledge of Serbian, Albanian and English
- Computer literacy
Remuneration Package:
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
