Background
As an integral part of its broader mandate to promote and protect the rights of communities, the OSCE Mission in Kosovo (the Mission) supports and advocates for the participation of all communities in decision-making process and public life.
One of the main components of the participation in decision-making processes is through Mission’s monitoring of local participatory mechanisms established within each municipality in Kosovo. The Mission monitors regularly the establishment and functionality of local participatory mechanisms as well as supports the central level institutions in enhancing and improving the performance of these mechanisms and in particular to the Ministry of Local Government Administration (MLGA). To provide continued support to local and central level institutions, the Mission plans to facilitate the Ministry of Local Government Administration in facilitation of the process of re-designing their internal monitoring system, in particular towards the monitoring of local-level participation mechanisms. This activity would entail providing support to the MLGA in line with the new restructuring and reforming developments that the Ministry has initiated with regard to their monitoring and reporting system. To this end, the Mission is seeking to hire a local consultant who will be based in the MLGA (the Office of the General Secretary) and will be supervised by OSCE Project manager during the period of six months (envisaged to start in March through November 2018). Specifically, the consultant’s primary duty will be to facilitate the process of developing the MLGA monitoring system with a particular focus on integration of elements of monitoring of communities’ participation mechanisms. The consultant’s secondary duty will be delivering of training on monitoring of these mechanisms.
Objectives
The consultant’s work will be vital in facilitating the development process of the monitoring system of the MLGA.
Tasks
The local consultant will perform the following functions:
- Analyze the current monitoring system of the MLGA as well as analyze the legal and policy framework establishing the local participation mechanisms in Kosovo
- Collect and analyze the data from the various departments of the MLGA on the current monitoring they undertake and report to the General Secretary of the MLGA on findings
- Liaise with the departments of the MLGA on identifying the crucial aspects of their monitoring, identify potential duplication as well as propose modification of certain aspects of monitoring
- In coordination with the General Secretary and respective departments, liaise with local and central level stakeholders to clarify the role and responsibilities towards monitoring of local level participatory mechanisms
- Support the organization and coordination of the overall monitoring system of the MLGA by proposing concrete options for monitoring the local level participatory mechanisms
- Supports the organization of events, including planning, related correspondence and communication, logistical co-ordination in close coordination with the General Secretary of the MLGA
- Contribute to awareness-raising on monitoring of local participatory mechanisms to internal staff of the MLGA as well as other relevant stakeholders
- Mainstream gender aspects of the relevant communities’ local mechanisms and provide proposals to the MLGA
- Contributes to and/or undertakes the development and production of reports and analysis relevant to monitoring as well as project-related follow-up documents, meeting reports, etc.
Deliverables
- Within two weeks latest by the 1st of April, of the commencement of the assignment, and in consultation with the OSCE project manager, the local consultant/researcher shall prepare the draft work plan for the OSCE. The draft plan will be shared with the MLGA. The work plan shall include detailed list of tasks and activities to be carried out against a timeline for their completion
- On a fortnightly basis, by the 15th of April a written overview of work completed and meetings held; a tentative work plan for the following 2 weeks
- After 40 days, by June 20th a draft overview of the achieved results against the detailed list of tasks and activities (1st progress report)
- After 100 days by September 20th a draft overview of the attached results against the detailed list of tasks and activities (2nd progress report)
- By the end of the assignment, the consultant will hold two one-day from May 1st to September 1st training with the internal staff of the MLGA and gather feedback on how envisage certain aspects of monitoring and reporting
- By the end of the assignment, the consultant will submit the final evaluation report on completed activities and tasks.
Performance Indicators:
- The Consultant’s work will be assessed on the following basis
- Documents produced by the consultant for each assignment (progress reports, note to the files from the meetings, proposals offered to the various departments in the form of comments)
- Work plan submitted for the assignment;
- The policy options provided to ML GA on monitoring and reporting system
- Training agenda, and other related training material, and training evaluation report
- Final evaluation report
Qualifications:
- First-level university degree, preferably an advanced-level degree, in Political science, International Relations or Law subjects (Postgraduate university degree, in Political Science, International Relations, or Human rights Law is desirable)
- Minimum of five years of working experience in a professional or academic capacity; Prior knowledge of governance issues is desirable
- Minimum of 2 years work experience in project management
- Solid experience of local-governance issues and human rights
- Experience in organising events is essential
- Experience of liaising with senior government interlocutors and with international and regional organizations and NGOs would be a strong asset
- Excellent spoken and written English language, including drafting ability; Additional professional knowledge of Albanian language is required
- Ability to work with people of different nationalities, religions and cultural backgrounds
- Basic knowledge on how to mainstream gender into day-to-day work and demonstrated gender sensitivity in interpersonal relations
- Advanced computer skills, fully competent use of Microsoft packages, especially Excel
- A valid driving license.
Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
