Background    
     
    To support the Service for Countering Illicit Narco-Trafficking of the MoI (the SCINT MoI) and their efforts in combating illicit drug trafficking and to raise capacity of the MoI officers, a consultant will be contracted under SSA modality to develop a practical guidebook on contemporary measures and methods in combating illicit drug trafficking and legislation of criminal proceeds derived from drug trafficking. Consultant will be tasked to develop and adapt a guidebook as well as to make final editing and review of it. Based on the guidebook topic, the consultant will also develop and conduct a training programme for the experts and SCINT MoI officers. Within the guidebook, a consultant will provide all the necessary measures, information and methods on investigating and combating illicit drug trafficking and countering legalization of criminal proceeds.
     
Tasks and Responsibilities    
     
   

Under the supervision of the SCINT and POiB, a consultant will perform the following tasks:

  1. Develop a comprehensive practical guidebook on combating illicit drug trafficking and legislation of criminal proceeds;
  2. Develop a ToT training programme for MoI officers based on the content of the practical guidebook;
  3. Participate in the working meetings with organizers, beneficiaries and partners to develop and approve the format and content of the training programme;
  4. Closely cooperate and collaborate with all stakeholders,, beneficiaries, experts and the SCINT MoI officers involved in development of guidebook content and format of the training seminar/programme;
  5. Fully organize, conduct and facilitate the training programme either remotely or in person;
  6. Make final review and editing of the practical guidebook with participation of stakeholders, beneficiaries, experts and the SCINT MoI officers;
  7. After its finalization, provide on a voluntary basis information support to the interested stakeholders and experts involved in combating illicit drug trafficking in the Kyrgyz Republic.

Necessary Qualifications    
     
   
  • University degree in economics, law enforcement, law and/or other relevant fields;
  • Minimum eight years of professional experience in the field of law enforcement;
  • Knowledge of international and state laws, local criminal codes, agreements and conventions on anti-money laundering, combating illicit drug trafficking and legislation of criminal proceeds;
  • Professional fluency in the Kyrgyz and Russian languages, both oral and written;
  • Advanced experience in development of guidebooks and manuals or reading materials on combating illicit drug trafficking and legislation of criminal proceeds, anti-money laundering;
  • Advanced experience in development of training seminars on combating illicit drug trafficking and legislation of criminal proceeds;
  • Progressive experience in conduction of the mentorship, training and training facilitation programmes with elements of ToT;
  • Experience in conduction of trainings/facilitation remotely/online is preferable;
  • Solid experience with similar assignments;
  • Proven ability to successfully interact, co-operate and establish working relationships with government officials and civil society;
  • Experience in dealing and co-operating with international organizations and law enforcement agencies;
  • Excellent analytical and writing skills;
  • Ability and willingness to work as a team member with people of difference cultural and religious backgrounds and groups of vulnerable people as well as groups at risk.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
