Background
     
   

Corruption is among the most pressing social and economic problems faced by the Kyrgyz Republic. Corruption is not only closely related to organized and economic crime but in general has a negative impact on the political and economic situation of the country. Corruption threatens the economic security of the country, undermining the competitiveness of domestic products, destroys market mechanisms leading to inefficient use of budget funds and huge material losses - both direct and indirect.

In this regard, one of the main means of combatting corruption is the use of preventive measures aiming at forming intolerance towards corrupt behavior. This is reflected also in the National Anti-corruption Strategy that advocates for the implementation of anti-corruption education. In addition, the OECD Istanbul Anti-Corruption Action Plan 3rd Round of monitoring recommendation#4 indicates the following: “Assign an institution to develop targeted and practical awareness-raising and public education activities (about practical solutions, rights and duties of citizens when facing corruption) and to coordinate their implementation. Evaluate the outcomes and impact of public anti-corruption awareness-raising and education activities and use in subsequent activities”. In response to the above mentioned recommendation, functions to develop integrated approaches and actions for anti-corruption training and coordination of their implementation by public authorities were assigned to the Prime minister’s office of the Kyrgyz Republic (Decree #65 from January 27, 2017).

In order to fulfill the above mentioned tasks, the Prime minister’s office of the Kyrgyz Republic needs to hire 1 consultant for (i) the development of educational materials on corruption prevention in state bodies and (ii) conducting trainings for compliance officers (persons in charge of corruption prevention in state bodies), representatives of civil society institutions, members of public councils of state bodies and local self-government bodies. The work of the consultant shall be directly supervised by the Anticorruption Sector of the Prime minister’s office and Economic and Environmental Dimension of the OSCE Programme Office in Bishkek.

The consultant in cooperation with the Prime minister’s office of the Kyrgyz Republic shall contribute to enhancing capacities of compliance officers in the implementation of anti-corruption measures, by developing educational materials on corruption prevention.

     
Tasks and Responsibilities
     
   
  1. Analyze current educational materials in the field of corruption prevention in sate bodies;
  2. Determine the most  relevant materials in this area; identify needs of compliance officers;
  3. Identify and propose topics for the capacity building training;
  4. Develop training  materials;
  5. Conduct trainings.

Deliverables:

  • Analytical report on educational materials in the field of corruption prevention;
  • Report on identified needs of compliance officers;
  • Training materials;
  • Conducting 2 trainings;
  • Other deliverables as requested by the Prime minister’s office of the Kyrgyz Republic.

Necessary Qualifications
     
   
  • University Degree in public administration, law, economics and finance. PhD is an advantage;
  • Profound understanding of corruption prevention, as well as of the current situation in the country in establishing and implementing anti-corruption measures;
  • Experience in conducting seminars/ trainings;
  • Experience in the development of educational materials;
  • Knowledge and experience in delivering advisory services on counteracting corruption in state bodies;
  • Ability to write reports and report on performed analytical work;
  • Good computer skills;
  • Fluent in Russian both written and oral;
  • Knowledge of Kyrgyz language is an advantage.

Remuneration Package
     
    The remuneration will be based on the current OSCE consultancy rates.
