For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) continues to contribute proactively in to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of the Kosovo Police (KP), and Police Inspectorate of Kosovo (PIK), the Community Safety Development Section (CSDS) within the DSPS will continue to provide support to these institutions through the implementation of activities envisaged in the KP Strategic Development Plan 2016-2020, KP Community Policing Strategy and Action Plan 2017-2021 and Police Inspectorate Strategy 2019-2022. The capacity building support will be targeted at developing the human resources management capacities of these institutions and be will delivered through tailored specialized training courses.
In line with both the mandated Mission’s priorities for 2020 and the requested needs of the beneficiaries, the CSDS will assist the PIK in their efforts to build operational and scientific capabilities to perform credible and professional monitoring services. Training related activity for the staff PIK is based on their respective identified training needs and recommendations provided by OMiK during 2019.
To ensure that there are sustainable mechanisms functioning effectively to monitor the KP performance, special attention will be given to building the capacities of the PIK as a mandated agency for conducting independent external oversight and monitoring of the KP performance through inspections of KP structures and functions to ensure accountability, effectiveness and efficiency in the implementation of the Confidence and Satisfaction Programme. This will be done primarily by ensuring that KP provides higher quality of services to victims of crime and the public.
OMiK will support PIK to further develop their operational capacities in internal inspection of the KP functions to ensure that the victims of crime receive qualitative services from the KP. In this regard, OMiK will provide specialized training for the PIK to monitor the KP Confidence and Satisfaction programme.
To ensure the objectives of the project is met, in September 2020, the CSDS will facilitate the organization of five-day training workshop for 20 selected members of the PIK. The purpose of this activity is to develop and enhance the capability of the PIK inspectors in order for them to gain advanced skills in the field of research methods and methodologies, which will serve them later to monitor the performance of KP while delivering public services, and to ensure transparency and accountability of the KP officers of all levels. Likewise, the intention of this training is to develop the PIK capacities to monitor the KP Confidence and Satisfaction Programme, supported by OMiK since 2016, in order for the KP to deliver an improved level service to victims of crime, thus improving the levels of satisfaction of the public and increase their confidence. For this training, OMiK will engage a consultant/expert in the field of research methods and methodologies to deliver the training. The CSDS will cover the cost for the local expert (SSA) including lunch and refreshments for 20 PIK participants.
The training will focused on the research methods and methodologies to conduct the quantitative and qualitative surveys. The overall aim of the training is to equip the participants with enhanced knowledge and practical skills on how to identify the research approach, then the research design, as well as the advantages and disadvantages of the research tools. Likewise the training will be focussed on how to produce valid results, the sample size and the sampling strategy to be applied, and the data collection and analysis methods including discussion on the ethical considerations and limitations posed by the research methodology, as well as the possible problems participants may come across during the research.

The objective of this activity, which will be delivered by a local expert hired by OMIK, is to provide the participants with the opportunity to enhance their knowledge and skills on ensuring integrity and credibility to PIK.
Tasks and Responsibilities
Under the supervision of the Chief of CSDS, the local expert shall:
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
