Background
For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (the Mission) continues to contribute proactively to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of the Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KP Strategic Development Plan 2016-2020, KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and Police Inspectorate Strategy 2019-2022. The capacity building support will be, targeted at developing the human resources management capacities of these institutions and be delivered through tailored specialized training courses.
In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Forensic-related activities for the staff of both the KAF and the KP are based on their respective identified training needs and recommendations provided by the Mission during 2018.
To ensure that there are sustainable mechanisms functioning effectively to prevent, detect and investigate criminal offences and disciplinary misconduct within the KP, upon request, the Mission will re-engage in supporting the PIK, and the KP Professional Standards and Inspection Directorate to further develop their operational capacities in internal inspection, investigation related to public finances, procurement procedures, practices of control of public finances and public audit. Furthermore, the Mission will provide specialized training on investigative interviewing for police inspectors. These training activities were identified during the training needs assessment conducted by the beneficiaries in 2018. Furthermore, the support on these areas will assist the PIK and KP in their efforts to prevent and combat corruption; a risk which was identified by several external partners.
To ensure the objectives of the project, from 04 to 08 November 2019, PDMS will deliver a one-week specialized training on investigating of abuses of public finances to develop skills of twenty (20) participants from the KP, PIK and MoIA on investigation of abuse of public finances.
The training will be conducted by an international consultant hired by the Mission at the KAPS facilities.

Objective
The objective of this activity is to improve the capacity of participants from KP, PIK and MoIA in investigating the abuse of public finances, and will consist of a variety of practices, group discussions/debriefings and exercises related to analysis of data samples.
The duration of consultancy is eight (8) working days between 15 October and 15 November 2019.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan tobe agreed upon and will be based on the current OSCE consultancy rates.
