Background      In recent years, the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (OMiK) has been proactively participating in the development of the security and public safety sector in Kosovo. In order to facilitate the sustainability of progress made by the Kosovo Police (KP) and the Kosovo Agency on Forensic (KAF) the DSPS Police Development and Monitoring Section (PDMS) will continue to support the implementation of activities envisioned in the KP Strategic Development Plan 2016-2020 and the KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and the Police Inspectorate of Kosovo Strategy 2014-2018.

The beneficiaries of this project will have the possibility to improve capacities and their expertise through different trainings and activities which will be based on best practices of European countries. The activities planned in this project will focus on areas related to gender mainstreamed human resource policies within the KP; improved skills and accredited practices and procedures within the KAF; greater understanding of the recording, investigation and prosecution of potential hate crimes by law enforcement entities; further development of the KP distance learning capacities; and improvement of co-operation at the international level by the KP. All activities will be developed and implemented in close co-operation and co-ordination with, inter alia, the staff of both the KP and the KAF.

In order to measure the impact of these activities and to embed progress which has been achieved related to the reduction of human rights violations, the PDMS will continue to proactively monitor human rights compliance and the quality of the training delivered. Activity managers will also proactively advocate with beneficiaries to encourage the participation of women and non-majority communities.

Objective

To ensure the objectives of the project, the PDMS facilitated a seminar in co-ordination with the KP Human Resources Directorate to develop the scope of the mandate of a unit for conducting research within the KP. The mandate of the research unit is to conduct empirical research on topics and issues which have been identified by the senior managers of the KP related to ongoing crime trends, Police training, other policing priorities and police resource management.  

The PDMS through the support of hired local expert and in co-operation with the KP research unit will assist in conducting the research on a topic identified by the latter. The local expert will assist in developing the skills of the staff from the research unit in the KP to conduct empirical research on areas related to their mandate. The research will allow the KP senior managers to base future strategic decisions related to specific competencies in the KP on empirical research related to that competency.  The staff of the KP research unit will develop their skills related to:

 

  • setting objectives
  • locating published information
  • locating and using online material
  • information sources and their usage
  • search strategies
  • recording searches
  • using scholarly journals

Following the completion of the research a report outlining details of problems encountered during the research will be provided to the PDMS and to the KP, identifying further areas which require development.

The local expert will support, assist and advise approximately six KP staff between 06 August and 12 October (35 working days in total). The assistance in this period will be divided as follows;

 

  • As agreed the consultant will assist and advise KP staff in the preparation phase of the research including the preparation of research tools for a total of 10 working day between 06 to 17 August; 
  • In the second period between 27 August and 28 September the consultant will provide guidance to KP staff for three days per week (15 days in total) relate to data collection and ongoing issues concerning the research as agreed and in consultation with the project manager.
  • As agreed the consultant will assist and advise KP staff in the final drafting and proof reading phases of the research for a total of 10 working day between 01 to 12 October.

   Tasks and Responsibilities      Under the supervision of the Chief of PDMS and in cooperation with the KP, the local expert shall:

 

  • Assist and advise in developing the research plan and methodology an on a topic identified by KP along with related materials
  • Assist and advise in developing appropriate research mechanisms including desktop research, identification of primary and secondary sources, quantitative questionnaires and semi-structured qualitative interviews and any other appropriate research methodologies which would facilitate the research on nominated topic
  • Assist and advise in designing the qualitative analysis matrix to analyse the results of the research on nominated topic and assist  KP staff in the preparation phase of the research including the preparation of research tools
  • Provide guidance to the KP staff to analyse data and assist in the drafting of the final report.
  • Draft a final consultancy report which will include findings and recommendation related to areas which require further attention and submit it to the Chief of PDMS.

Deliverables:

  • From  06 1- 17 August assist  KP staff during the preparation phase of the research including the preparation of research tools including and not limited to; setting objectives, locating published information, locating and using online material, information sources and their usage, search strategies, recording searches, using scholarly journals, evaluating journal articles and other research related activities, in a manner which has been agreed with the Chief of PDMS
  • From 27 August to 28 September provide guidance and consultation to the KP staff on an as need basis and at the end of this phase to supply a short report containing details of the nature of such consultations to the Chief of PDMS
  • From 01 to 12 October the consultant will provide guidance to the KP staff to analyse data and assist in drafting of the final report. By the 17 June supply a second short report containing details of the nature of assistance provided to the Chief of PDMS
  • On 15 October 2018 submit to the Chief of PDMS and KP the final consultancy report based on the problems while conducting research, findings and recommendations. 

Performance Indicators:

  • A research plan outlining how the research on a nominated topic will be conducted will be agreed between the consultant, the KP staff and the Chief of PDMS
  • Samples of the research tools to a standard agreed between the expert, the KP staff and the Chief of PDMS
  • Samples of any quantitative questionnaire and qualitative semi structured questionnaires which has been designed by the KP following advice from the expert
  • An initial short report containing details of the nature of consultations as agreed with the Chief of PDMS
  • A second short report containing details of the nature of assistance provided during the analysis and drafting phases as agreed with the Chief of PDMS
  • The final consultancy report approved by Chief of PDMS which will include appropriate conclusions and recommendations bases on the findings of the research.

   Necessary Qualifications    

  • Advanced university degree in research, political sciences, international relations sociology, public policy or other related fields is required
  • Minimum of three years’ experience in using research methods/techniques and conducting quantitative and qualitative research in the security sector
  • Minimum three years’ experience in conducting  academic research
  • Strategic thinking and strong analytical skills including initiative, resourcefulness, and maturity of judgment
  • Strong interpersonal and communication skills and demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender
  • Ability to work under pressure and meet deadlines
  • Professional proficiency in both  written and oral communication skills in the English language
  • Desired additional Qualifications
  • Experience of working/research in Kosovo in a Security sector reform capacity building role
  • Knowledge of the security service organisations in Kosovo

 

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
