Background
     
   

In 2017, within the project “Assisting national and regional authorities in fostering small-medium enterprises growth and international trade”, the OSCE Programme Office in Bishkek (POiB) plans to support the opening of an “Entrepreneurship Support Centre” in Osh. Over the past few years, Kyrgyzstan’s government repeatedly stressed the important role Small-Medium Enterprises (SMEs) can play to achieve sustainable and inclusive development and address poverty. The creation of “Entrepreneurship Support Centres” (ESCs) in twenty “growth-hotspot cities” is one of the objectives outlined in the Regional Development Strategy, adopted by the Government in March 2017. The creation of information and consultative centres for entrepreneurs comes as a response to the lack of such services in the regions. It is expected to help SMEs be ready to compete on foreign markets and attract private investments, with the ultimate goal of favouring the creation of jobs. In this regard, The POiB in cooperation with UNDP and GIZ will contribute to the opening of an ESC to assist SMEs to develop their business and increase youth and women participation in the economy. It is expected to improve trust between the business community, civil society at large and the local administration. To this end, the POiB will support the ESC by recruiting a local business lawyer for the period of 4 months starting from August 2017, who will provide legal business consultations.

Local Business Lawyer executive his/her tasks in  "Entrepreneurship Support Centres" in Osh city.

     
Tasks and Responsibilities
     
   

Objective

To provide free legal consultations to ESC employees and local entrepreneurs related to the conduction of their entrepreneurial activities.

Tasks:

  1. To provide consultations and written advice to the employees of the ESC on clarification requests received from entrepreneurs among others on taxation, registration, access to public services and other legal matters directly related to the conduction and opening of their entrepreneurial activities;
  2. In close cooperation and coordination with UNDP, GIZ and Osh Province authorities, advise on the legal status of the ESC and other legal related matters.

Deliverables:

  • Activity reports on a monthly basis on the support provided to the employees of the ESC and local entrepreneurs; 
  • Written recommendations on the legal status of the ESC to be presented to OSCE Programme Office in Bishkek, UNDP, GIZ and Osh Province authorities;
  • Copies of all above mentioned deliverables have to be submitted to the OSCE Programme Office in Bishkek on monthly basis.
     
Necessary Qualifications
     
   
  • University degree in law preferably in business law;
  • 5 years of working experience as a business lawyer;
  • Proven work experience and knowledge on providing consultations and written advice on legal matters related to the conduction of entrepreneurial activities;
  • Ability in providing analytical and advisory services;
  • Ability to write reports and report on performed analytical work; 
  • Good computer skills;
  • Fluent in Russian and Kyrgyz languages.

Remuneration Package
     
    Remuneration will be according to the OSCE consultancy fees rates and will depend on selected consultant’s qualification and experience.
