Background
The Government of Albania in its top priority list of engagements has included measures against terrorism, radicalism and violent extremism. In 2016, the Prime Minister appointed the National Coordinator for Countering Violent Extremism in order to establish mechanisms for engaging stakeholders at all levels for an adequate address to the issue of preventing radicalism and violent extremism in Albania. The Government of Albania has drafted a National Strategy for Combating Violent Extremism in November 2015, along with the Action Plan. The National Strategy, among others, provides for the establishment of a Coordination Center against Violent Extremism in Albania. On last December, 13.12.2017, the Center came into force, by the Decision no. 737 "On the establishment of the Center for Coordination against Violent Extremism". The decision states that the Center’s official starting date is 1st of January 2018. This action is followed by the establishment of the Center’s structure. According to the structure, the Center has two units under the supervision of the Executive Director (National Coordinator on CVE), the Coordination Sector for Education and Research and the Coordination for Civil Society and Security Sector. International partners, together with diplomatic representations and foreign missions operating in the territory of the Republic of Albania, are an added value to the Center's daily work. Through the agreements and coordination of these actors, the Center aims to develop and exchange best experiences on preventing and combating radicalism and violent extremism in Albania. In this context, in the spirit of a profound and professional cooperation, the Center together with the OSCE Presence in Albania, have agreed to establish a liaison assistant position between the two institutions. Creating the conditions for these two institutions to cooperate in real time and to pass on a spirit of professionalism comes with the aim of involving the network of international representatives on the agenda of the Center on radicalism and / or extremism and ways of coping with them. The liaison assistant will assist in identifying and proposing areas for potential project activities of the Center, compile general background information from available sources necessary for the work of the Center; assist in determining potential donors and in fund-raising for approved projects; work closely with the Center on the existing and future projects that the Presence might deal with in the sphere of radicalization and violent extremism in Albania; communicate and exchange information directly with institutions on the initiated CVE projects, such as LSCs (Local Safety Councils) or correctional system institutions of Albania; support the development of policies, programs and projects in the field of radicalism and violent extremism, assist in coordinating activities, with a view of effectively utilizing resources and avoiding duplication; facilitate Center`s interaction among stakeholders and partners. Due to the needs of the Centre for Countering Violent Extremism in Albania it is assessed the most appropriate time for the contract of the liaison assistant for the period of 6 months, starting from June to November 2018.
Tasks and responsibilities
The incumbent to this short term assignment will be expected to perform the following tasks and be responsible for the quality of the work as described below:
• Identifies the areas for potential projects activities in the field of CVE, compiles general background information from available sources as requested, identifies potential donors and assists in fund-raising for the approved projects;
• Organises on monthly basis meetings between a Security Sector Development Officer and an Executive Director on CVE to discuss on-going joint activities;
• Organises monthly donor coordination meetings with the stake holders involved in CVE field to avoid overlapping and ensure holistic approach to address CVE related issues in Albania;
• Monitors and reports to the Security Sector Development Officer and the Executive Director on domestic and regional developments related to CVE;
• Assisting the Security Cooperation Department to organise a joint OSCE /CCVE Conference on Foreign Terrorist Fighters;
• Assisting in coordinating and facilitating the Center activities, including capacity building assistance programs, training and workshops, with a view to effectively utilizing resources and avoiding duplication;
• Facilitating interaction among stakeholders, liaising and communicating with relevant staff in the Government, established networks, field operations, the NGO-s, international organizations with regard to the administrative, financial and logistic aspects of the implementation of the CVE Plan of Action;
• Assisting the Center to develop project work plans and the timely implementation of activities, with on-going monitoring of its performance;
• Preparing the final report on the implementation of the agreed measures between the Center and the OSCE Presence in Albania.
Necessary qualifications
• Completed secondary education, supplemented by studies in business administration, law or related fields.
Minimum of three (3) years previous work experience in clerical, administrative, in a central or local governmental institution, or international organization
• Thorough knowledge of concepts related to issues and legal framework of countering violent extremism in Albania and in the region, central and local governments, interethnic relations, elections, youth and education;
• Excellent written and oral communication skills in English and in Albanian language;
• Computer literate with practical experience with Microsoft packages;
• Ability to work with people of different nationalities, religions and cultural backgrounds;
• Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities.
Requirements
• Experience in coordination and policy support is required;
• Experience working with domestic government institutions and international organizations or donors is highly desirable;
• Experience in antiterrorism- related technical assistance programmes and projects would be a distinct asset;
• Knowledge with concepts and capacity-building in the area of preventing and countering violent extremism and radicalization that lead to terrorism is highly desirable.
Remuneration
According to the fixed OSCE salary scale, the monthly remuneration for G4, step 1 is 745 Euros, subject to National Social Security deductions which currently is approximately 80 Euro.
