Background    
     
   

The Organization for Security and Co-operation in Europe (OSCE) has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. Officials of the OSCE are therefore involved in addressing a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities.

 

Due to the nature of the organisation, senior officials of the (OSCE) may be exposed to legal risks inherent in supervising operations in potential conflict zones or other high risk activities.

 

The provision of Directors and Officers (D&O) Liability Insurance for Non-Profit Organizations may be required to be specifically developed to address the needs of the OSCE as a Non-Profit Organization.

     
Tasks and Responsibilities    
     
   

The OSCE seeks a consultant to obtain expert advice on the extent of the insurance gap in the current liability insurance and confirm the (potential) requirement for additional insurance coverage, e.g. Directors and Officers Liability Insurance for the OSCE. More specifically, the selected consultant will be tasked with:

 

  1. Analyzing and outlining the level of current coverage provided by the current OSCE liability insurance scheme and consequently identifying the extent of the insurance gap in OSCE’s current liability insurance scheme, if any;
  2. Analyzing and outlining the available options to extend the coverage of OSCE’s current liability insurance scheme to cover the gaps identified, if any, and advise to what extent the insurance gap in liability insurance is addressed by procuring D&O Liability Insurance;
  3. Analyzing and outlining to whom additional insurance coverage should apply, based on a comprehensive risk assessment into liability exposure by OSCE Institutions and field operations and posts therein.

 

Deliverables:

 

The deliverable should include the following main sections:

 

  1. Outline of current coverage of OSCE’s liability insurance scheme;
  2. Outline of the insurance gap in OSCE’s current liability insurance scheme;
  3. Outline of options (and, in particular, cost implications thereof) to extend the coverage of the OSCE’s current liability insurance scheme by procuring additional insurance and its implications on filling the insurance gap;
  4. Outline of liability risk assessment by OSCE Institutions and field operations and posts therein;
  5. Recommended next steps based on outcome analyses.

Necessary Qualifications    
     
   
  • University degree in law, economics, business administration, finance or related field;
  • A minimum of 10 years of professional experience in the insurance field;
  • Experience in working with international organizations;
  • Professional fluency in English with good oral and written communication skills;
  • Strong analytical and problem solving skills;
  • Computer literate with ability to operate Windows applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
     
Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
