Mission Specific Requirements | ||
Additionally, this particular post has specific requirements: Mandatory: - Minimum First Level University degree with with specialization in human rights or criminal justice; - Minimum 2 years of relevant professional legal experience of which one in the field of human rights and/or criminal justice; -Working knowledge of European and international human rights conventions and their practical implementation; -Knowledge of judicial and legal reform issues and criminal justice; -Excellent analytical skills; -Excellent legal writing ability; -Excellent written and spoken English; -Strong ability to conduct research, including electronically, and analyse information on a range of diversified legal issues; -Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; -Cultural sensitivity and judgement; -Flexibility and ability to work under pressure and with limited time frames;
Desirable: -Project management experience; -Experience in drafting reports; -Knowledge of processes and legal issues related to transitional justice; -Knowledge of the historical and current political situation in the Mission area. |

Tasks and Responsibilities | ||
Under the direct supervision of the Head of Rule of Law and Human Rights Department, the incumbent will perform the following duties: 1. Conducting legal research on international and domestic legal standards relevant for judicial and legal reform activities as well as human rights and other issues of concern to the Mission; identifying gaps in domestic legislation and practice, and drafting recommendations to address these gaps; 2. Analysing legislation, policies and practice to ensure domestic compliance with international human rights law and standards; 3. Advising and assisting the Head of Department in designing and developing project proposals and project research, facilitating the implementation, organization and management of projects in the field of human rights as well as judicial and legal systems reform; 4. Monitoring, verifying and reporting regularly on legal and human rights concerns and developments throughout all regions of Albania; 5. Serves as project manager, i.e. carrying out OSCE projects in the field of Rule of Law and Human Rights; 6. Maintaining close contacts with governmental officials, international organisations, and specialised institutions dealing with legal developments in Albania; 7. Representing the RLHR Department and the Presence at meetings, conferences and seminars, as required and appropriate, and organising such events and meetings; 8. Takes an active interest in furthering rule of law and protection of human rights in Albania and takes the initiative to suggest new areas of work or new methods of work in these fields; 9. Assisting the Head of the Rule of Law and Human Rights Department in the programmatic and administrative management of the Department; 10. Performing other duties as assigned.
