Background
     
   

The OSCE Special Monitoring Mission to Ukraine is looking for a Ukrainian professional for the position of Legal Assistant its Head Office in Kyiv. The OSCE is committed to diversity and inclusion within its workforce, and encourages qualified female and male candidates to apply for this post.

 

Initial duration of assignment for this post is for a period of 12 months, with a possibility of extension, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities
     
   

In the context of the implementation of the mandate of the OSCE Special Monitoring Mission to Ukraine, under the supervision of the Senior Legal Officer of the SMM Legal Office, the incumbent provides secretarial, administrative support for meetings and other arrangements, paralegal, and translation services to the SMM Legal Office. Particularly the incumbent will be responsible for the following:

Paralegal Duties:

  1. Conducts legal and factual research as assigned in support of legal analyses conducted by the SMM Legal Office;
  2. Prepares preliminary drafts of legal documents, as instructed by the Senior Legal Officer.

Secretarial Services:

  1. Maintains the schedule and makes appointments for the staff of the office, receives visitors, screens phone calls and answers general queries;
  2. Filters and distributes documents and requests received by the SMM Legal Office;
  3. Acknowledges the receipt of communications and sends out official letters prepared by the staff of the SMM Legal Office, as may be required;
  4. Organizes meetings for the staff of the office, co-ordinates schedules with all participants and provides background information on the subject matter, keeps minutes of meetings and drafts corresponding reports;
  5. Provides summary translation of texts and documents of various kinds (correspondence, letters, news articles, press releases, announcements, legal texts and other articles as required) that are of relevance to the SMM Legal Office and provides occasional simultaneous or consecutive interpretation from/to Ukrainian or Russian/English for key events;
  6. Performs liaison activities as directed by the Senior Legal Officer in connection with the tasks performed by the SMM Legal Office;
  7. Establishes and maintains contacts with the Head Office of the Mission, the Offices of the Directors of the other departments within the Mission and relevant senior staff;
  8. Manages and maintains the files for the SMM Legal Office (collecting, copying, distributing, filing, and uploading into the corresponding U-drive folder original contracts, IPAs, leases, as well as other documents of legal nature and general correspondence); keeps and maintains the records of legal documents and attestations as directed. Ensures that the records of all inventory assigned to the office is accurate and up to date;
  9. Creates and maintains the mailing lists, keeps lists of names, addresses and telephone numbers of external counterparts, relevant to the work of the SMM Legal Office, such as representatives of national authorities, investigators, partners, or representatives of other international organisations, etc.;
  10. Orders all supplies required by the office and ensures that office equipment is always operational;
  11. Assists staff with all administrative matters that occur in the office and with processing of all administrative matters, including in relation to travel undertaken by the staff of the Office.
  12. When requested, provide administrative support to the Chief Monitor Office.

Performs other duties as required.

     
Necessary Qualifications
     
   
  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal studies or training in secretarial, legal matters, or languages;
  • Minimum of 3 years’ experience in secretarial duties preferably with an international organization, including previous paralegal work experience;
  • Computer literate with practical experience in Windows applications;
  • Professional fluency in English, Ukrainian and Russian languages, both written and oral;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package
     
    Monthly remuneration, subject to social security deductions is 837.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
