General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Advanced degree in a relevant field

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Practical experience in civil and/or criminal law
  • Knowledge of domestic or international human rights law
  • Professional fluency in the English language
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Flexibility and ability to work under pressure and with limited time frames
  • Ability to operate windows applications, including word processing and e-mail

Desirable:

  • Knowledge of the regional political situation and the legal system of the mission area
  • Previous experience in field missions
  • Knowledge of the local language or most common lingua franca
 
 
 
 
Tasks and Responsibilities

The assignment of the selected candidates will be initially until 31 March 2015, subject to extension.

Under the direct supervision of the Head Human Dimension Unit, the Legal Analyst:

  1. Collects, studies and evaluates information, documents and legislation, attends meetings with local authorities and closely co-ordinates with all members of the Human Dimension Unit (HDU) and other international agencies on policy developments in rule of law, legal system monitoring and legislative and legal system reform;
  2. Reviews and analyses daily and weekly reports produced by Monitors;
  3. Follows legislative and policy developments related to rule of law at the national and local levels;
  4. Drafts reports on human rights and rule of law violations reported by Monitors;
  5. Drafts thematic public reports on human rights trends in the judicial system in Ukraine;
  6. Provides support and guidance to Human Rights Officers in the field on rule of law issues, especially in the area of reporting;
  7. Establishes and maintains contacts with and between national authorities, NGOs, universities and research institutions as well as with international organizations and other field operations on human rights-related issues;
  8. Performs other duties as assigned.
