Field of Expertise Requirements |
|
|

|
The general minimum requirements for working in this field of expertise are:
- University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
- Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
- Knowledge of courtroom proceedings and criminal law and procedure
- Knowledge of international legal procedure standards and instruments
- Demonstrable organizational, analytical, communication and interpersonal skills

Furthermore, this level of responsibility requires the following:

Mission Specific Requirements |
|
|
|
|
|
|
|
Additionally, this particular post has specific requirements:
Mandatory:
- First-level university degree in law, human rights, or related field; advanced degree in human rights or international humanitarian law preferred;
- Minimum 6 years of relevant professional experience;
- Basic knowledge of legal issues related to war crime trials and the BiH justice system;
- Experience in programme planning and management;
- Excellent writing and reporting skills;
- Excellent organisational and communication skills;
- Extensive knowledge of BiH and the conflict and its consequences;
- Demonstrated ability and willingness to work with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
- Ability and readiness to work in a stressful environment, and ability to work under time constraints;
- Excellent organizational skills, with ability to work under pressure, manage multiple tasks and process large amount of information;
- Professional fluency in the English language, both oral and written;
- Ability to operate windows applications, including word processing and email.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the direct supervision of Head of Rule of Law of the Human Dimension Department, the incumbent:
- Develops the Department’s portfolio relating to the processing of war crimes, and other highly sensitive cases, and to legal reform needs of the criminal justice system, including working with interlocutors within the judiciary and prosecutors’ offices, and providing support to reform processes undertaken in that regard;
- Together with the Legal Advisor for War Crimes and Transitional Justice, co-ordinates the work of the Rule of Law Monitoring Assistants and the National Programme Officer, Trial Monitoring assigned to the State Court for the monitoring of war crimes and other highly sensitive cases;
- Develops, implements and co-ordinates activities in the field designed to support those areas where the Mission can support the implementation of strategic reforms at the local level;
- Directs and co-ordinates the Rule of Law Monitoring Assistants in Field Offices with regard to monitoring of war crimes at the entity level;
- Establishes and develops contacts within civil society related to outreach and develop the outreach component of the Department’s strategic plan in co-operation with management;
- Develops strategic partnerships within the Bosnia and Herzegovina legal community to ensure open avenues for advocacy and information-gathering;
- Performs other related duties as required.
