The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is the leading agency in Europe in the field of election observation. It coordinates and organizes the deployment of several observation missions with thousands of observers every year to assess the compliance of elections in OSCE participating States in line with OSCE commitments, other international obligations and standards for democratic elections, as well as national legislation. Its unique methodology provides an in-depth insight into all elements of an electoral process, and permits to make concrete recommendations to further improve electoral processes. In order to strengthen its pool of Junior Operations Experts for election observation missions, ODIHR is now inviting persons with relevant expertise to apply for inclusion in ODIHR’s expert roster.

Tasks and Responsibilities |
|
|
|
|
|
|
|
Under the guidance of the Operations Expert, and in close co-ordination with the Deputy Head of Mission (DHoM) and the ODIHR Election Department, the Junior Operations Expert is responsible for supporting the Operations Expert in all issues related to the operational aspects of the mission.
This will include:
- Become familiarized with the ODIHR Election Observation Handbook, the ODIHR Election Observation Mission Standard Operating Procedures (thereafter “SOPs”), and the Operational Guidelines for election field activities (thereafter “the Guidelines”), any other memos and instructions on operational and logistical aspects of ODIHR election observation activities;
- Support the Operations Expert in ensuring that the all necessary logistical and operational arrangements are provided to the mission (including to the core staff, long-term observers (LTO) and short-term observers (STO) and all other persons/delegations/organizations for which the mission provides support) (if applicable);
- Support the Operations Expert in ensuring the establishment of a fully functional mission head office;
- Support the activity of the election observation mission and of the international observers in any other aspects required;
- Assist the Operations Expert in recruitment of support staff, including drivers, receptionists, assistants for the core team and for LTOs and STOs, if applicable;
- Support the activity, deployment and return of international observers by ensuring the adequate level of logistical and operational support in the central and regional offices;
- Assist the Operations Expert in co-ordinating the work of the Operations Assistants and other support staff under the direct supervision of the Operations Expert;
- Together with the Head of Mission (HoM) or his/her Deputy, the Operations Expert and the Security Expert (if applicable), plan for security arrangements for core staff members, LTOs and STOs (if applicable);
- Assist the Operations Expert in drafting a weekly report on the preparations for the logistical and operational support for the mission.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in business administration, material management, logistics management, economic sciences, or other field but with equivalent professional experience;
- Two years of relevant professional domestic or international experience, with some experience in organizing and or observing elections. Field experience is essential, preferably with OSCE;
- Excellent negotiation, organizational and co-ordination skills;
- Problem solver and solution oriented;
- Demonstrated ability to work under pressure in a sensitive political environment;
- Demonstrated ability to work as a member of a team composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
- Advanced computer skills;
- Excellent written and oral communication skills in English;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package |
