Background
The Presence is implementing the extra-budgetary project “Building capacities of Albanian institutions and professionals in the field of Transitional Justice through the establishment of a Centre for Justice and Transformation.”
The project aims to further strengthen the foundations of democratic debate and democratic institutions in Albania by further supporting research structures and capacities as well as academic discussion on transitional justice. More specifically, the project will support the establishment of a Centre for Justice and Transformation (CJT) at the University of Tirana and the enhancement of teaching and research capacities on transitional justice conducted by the CJT, leading to a better-informed and facts-based discourse on how Albania deals with the human rights violations of its past and how the initiatives to tackle the past impact the current democratization process.
The Project will focus on four main interlinked components: 1. Establishment of the Centre for Justice and Transformation at the University of Tirana, as an interdisciplinary academic and research structure of the Faculty of Law, Faculty of Social Sciences and Faculty of History of the University of Tirana; 2. Development of interdisciplinary specialized intensive research theory and practice modules on transitional justice in English language, covering the thematic areas of the Faculty of Law, Faculty of Social Sciences, and Faculty of History of the University of Tirana; 3. Building the research and teaching capacities and resources of the Faculty of Law, Faculty of Social Sciences and Faculty of History of the University of Tirana through a one-month mentoring program, delivered by a renowned European University with long-term expertise in research and teaching on transitional justice; 4. Encouraging the research initiatives on transitional justice performed by the graduate and post-graduate students of the University of Tirana.
Objective
For this purpose, under the Project Activity 1.1 – Establishment of the Centre for Justice and Transformation (CJT) at the University of Tirana, the Presence’s Rule of Law and Human Rights Department is looking for one Junior National Consultant in the field of transitional justice to develop the research and academic teaching activities of the Centre for Justice and Transformation.
Tasks/Responsibilities:
Under the guidance of the Project Manager, the Consultant will be expected to: • Conduct a review of materials and resources in Albania and abroad in the field of transitional justice, such as publications, articles, study materials, research papers, journals, and others, and develop a database that would serve as a source to look for reviewed materials and resources to the students of the University of Tirana; • Store and make available in form of online archive the materials articles and researches and other scientific studies/resources in the field of the transitional justice. the compilation should be classified based on thematic issue within the TJ field. • Participate in an academic exchange and mentoring program on academic research and academic teaching in the field of transitional justice, organized by the Presence in July/August 2019 in Tirana, Albania, lasting max. 4 working days; • Collect the inputs from the local National Experts, recruited by the Presence within this project, and prepare at least 3 summary reports of academic research and academic teaching developments based on the inputs collected for the purpose of the periodical meetings of the CJT’s Steering Board; the inputs shall be summarized in a template provided by the Project manager;
Expected Outputs/Deliverables: 1. Deliverable: Summary of reviewed materials and resources in Albania and abroad in the field of transitional justice, with at least 50 items reviewed, by the end of August 2019; 2. Deliverable: An electronic database (an excel spreadsheet) with min. of 50 entries, providing review of materials and resources on transitional justice, by the end of September 2019; 3. Deliverable: An electronic archive (folders and documents) of the articles and researches collected to be available for the CJT with at least 50 items, by the end of October 2019. 4. Deliverable: Three (3) summary report templates completed, based on inputs received from the local Senior Scholars with outlining current developments, by the end of November 2019.
Necessary Qualifications:
• At least a completed Bachelor’s degree in the following field: law/social science/history/anthropology; • At least 1 year of experience in design and implementation of academic research project, academic teaching project, or other education project implemented by the higher education institution; • Knowledge of, and preferably professional experience in, development and accreditation process of a new academic teaching curricula in Albania; • Desirable, at least 1 years of experience working with/for similar structure as the CJT; • Excellent drafting and analytical skills; • Experience in managing information flow and distance interlocutors; • Computer literate with practical experience with Windows applications • Excellent oral and written communication skills in English and Albanian, including translation and interpreting abilities.
Remuneration
The payment for this consultancy will be of the ammount of EUR 1,200.00, payable in three instalments, as follows: 1. Instalment (EUR 600) – payable upon submission and aproval by the Project Manager of deliverable no. 1 and deliverable no. 2; 2. Instalment (EUR 600) – payable upon submission and aproval by the Project Manager of deliverable no. 3 and no. 4.
