The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with ODIHR’s mandate. ODIHR provides support, assistance and expertise to participating States and civil society to promote democracy, rule of law, human rights and tolerance and non-discrimination. Contained within the OSCE Office for Democratic Institutions and Human Rights, the Contact Point for Roma and Sinti Issues’s (CPRSI) acts as a focal point for reviewing the implementation of OSCE commitments relating to Roma and Sinti and for facilitating contacts between participating States, international and non-governmental organizations and OSCE institutions. Objectives The overall goal of the Junior Expert (JE) assignment is to provide the selected JE with a possibility to contribute to the implementation of CPRSI’sprogrammatic work within the framework of the OSCE’s Action Plan for the Roma and Sinti. In addition, the assignment provides JE(s) with the opportunity to gain knowledge and skills in the field of Human Rights while involving them multicultural working environment of an international organization. During the six-month assignment, the JE will work at ODIHR’s duty station in Warsaw and will have opportunity to focus on a variety of subjects relating to Roma and Sinti, and support the office in assisting the participating States to effectively implement their OSCE commitments toward Roma and Sinti. |

The OSCE/ODIHR shall engage the Junior Expert for six months from May 1, 2020 until October 31, 2020. Remuneration will be in accordance with the OSCE established rates and will be payable at the end of each month upon acceptance of all deliverables described in these Terms of Reference. Coverage of travel expenses and a standard per diem will be provided by the OSCE/ODIHR, in accordance with OSCE travel policies. Location: ODIHR, Warsaw |
