General Minimum Requirements

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

 

  • University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
  • Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
  • Knowledge of courtroom proceedings and criminal law and procedure
  • Knowledge of international legal procedure standards and instruments
  • Demonstrable organizational, analytical, communication and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

 

Advanced degree in a relevant field

 

Experience:

 

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

 

Mandatory:

 

  • Demonstrated knowledge of criminal, civil and/or international human rights law
  • Demonstrated experience in practicing law, particularly previous experience working as judge, prosecutor, attorney, legal consultant or international legal assistance advisor
  • Demonstrated experience in conducting training/teaching on substantive and/or procedural legal issues
  • Ability to prepare reports and conduct presentations by clearly formulating positions on issues and defending recommendations
  • Strong analytical and organisational skills as well as sound judgment in applying technical expertise to resolve a range of issues and problems
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
  • Cultural sensitivity and judgement
  • Professional fluency in written and spoken English
  • Flexibility and ability to work under pressure and with limited time-frames

 

 

Desirable:

 

  • Knowledge of international human rights standards
  • Knowledge of the regional political situation and the development of the legal and judicial systems in countries of the Commonwealth of Independent States (CIS)
  • Experience providing technical legal assistance for the development of judicial and legal systems in a transitional, post developmental
  • International field work experience in monitoring, reporting and/or policy- making on human rights issues
  • Project management experience
  • Managerial experience
  • Knowledge of Azerbaijani, Russian or Turkish languages
 
 
 
 
Tasks and Responsibilities

Under the direct supervision of the Head of the Rule of Law and Human Rights Programme and the overall supervision of the Head of Office, the Judicial Training Officer:

 

  1. Participates in the further development and implementation of the Office's strategies related to strengthening of the Azerbaijani judicial system, including application of international standards;
  2. Advises on judicial and legal matters, as required, and contributes to the Office's outputs, such as internal and external reports on performance and results, needs assessments, internal policy documents and guidelines;
  3. Provides input regarding legal reforms and develops strategies to support the effective implementation of legislation in compliance with international standards, as required;
  4. Assesses training needs of judges, prosecutors, defence lawyers and law enforcement officials and advices on their training needs with a view to gradually develop an efficient and modern judicial system in the Country;
  5. Conducts as an international expert training for judges, prosecutors, defence lawyers and law enforcement officials;
  6. Develops and upgrades relevant training materials and selects and supports the work of local and international trainers supporting training activities, where required;
  7. Participates in coordination mechanisms at the Office's level, building up and maintaining good relationships with the authorities and other stakeholders, including other international actors and civil society representatives involved in the same field of work;
  8. Participates in the Office's reporting, planning and evaluation processes, as required;
  9. Performs programmatic and administrative tasks necessary for the functioning of the Unit;
  10. Performs other duties as assigned.
