The Presidential Decree of President Jeenbekov declared 2019 as the Year of Regional Development and Digitalization of the Country. In accordance with the Decree, the Government of the Kyrgyz Republic was assigned a task to introduce a system of interdepartmental electronic interaction “Tunduk”. The State Enterprise "Electronic Interoperability Centre" under the State Committee of Information Technologies and Communication of the Kyrgyz Republic (EIC) is the authorized operator of the Tunduk system. This system is specified in the Roadmap for the implementation of the Digital Transformation Concept “Digital Kyrgyzstan 2019-2023”. In order to provide consulting assistance to state bodies on automating and optimizing their activities, the EIC requires IT analysts who will carry out its activities under the guidance of the EIC and Economic and Environmental Dimension of the OSCE Programme Office in Bishkek.
Objective
Conducting a functional analysis of the activities of state bodies, in accordance with the existing regulatory and legal acts of the Kyrgyz Republic and local acts of state bodies, in order to implement automated information systems (AIS) by reengineering business processes at state agencies.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- Conducting a functional analysis of state bodies of the Kyrgyz Republic, in accordance with the existing regulatory and legal acts of the Kyrgyz Republic and local acts of state bodies;
- Development of business processes taking into account the implementation of AIS and their implementation plans;
- Revision of departmental plans for digitalization for each government agency based on the results of a functional analysis of government agencies with a detailed description of the required information systems and interagency cooperation.

Necessary Qualifications |
|
|
|
|
|
|
|
- Citizenship of the Kyrgyz Republic;
- Higher education diploma;
- Practical work experience - 2 years in the position of an IT analyst/business expert, or performing analysis tasks in a different role (requirements analyst, systems analyst, IT consultant, etc.);
- Relevant experience of participation in projects with IT component, in the role of analyst on integration projects in government agencies, large banks, or large system integrators, or telecommunications companies (at least 1 year);
- Experience of working for government agencies;
- Experience and knowledge of approaches to the collection, analysis, description of functional and non-functional requirements;
- Experience in writing terms of reference, development of regulatory and project documentation;
- Experience of interaction with developers (setting a task and receiving results);
- Knowledge of BPMN, UML methodologies (use case, activity, class, and sequence);
- Scrum/Agile development experience;
- Analytical mind, a systematic approach and proactive approach, responsibility, and ability to work both independently and in a team;
- Knowledge of methodology for collecting information, its analysis and formalization;
- Knowledge of the basics of programming, building algorithms, and testing;
- Skills of structured presentation of information and good communication skills;
- Fluency in Russian both written and oral;
- Knowledge of Kyrgyz language is an advantage.

Remuneration Package |

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates. |
