The Media Programme is engaged in enhancing the capacity of media outlets operating in Montenegro. Four television outlets all have adequate technical equipment, production capacity, and in-house human resources, but lack experience and know-how in developing of video production and reporting skills. Working alongside international consultants, OSCE Media Programme¡¦s staff, the selected media professionals will receive guided advice and assistance on television production, filming and editing techniques, and basics of web journalism reporting. As part of the project Support to Media Institutions, Information Pluralism, Freedom of Media and Safety of Journalists in Montenegro, Media Programme will hire a trainer to conduct training that will equip reporters with knowledge on multi-skilled tools they require working in the challenging environment of modern journalism. Reporters will learn how to use camera, how to film, how to edit video footage and how to pack everything together in a TV and web portal story of high professional and technical quality. Objective: The OSCE Mission to Montenegro requires the services of an experienced consultant to assist the Media Programme in enhancing the capacity select media outlets. Consultant will work for a period of twenty (20) days, 2 training ten (10) days each. The consultant will be engaged to work with group of 10-12 participants in Podgorica. Deliverables: a) Within ten (10) days after receiving information from the Media Programme on planned activities the consultants will; a. Prepare the timeline for 10 days of training; b. Provide the necessary material to be used during the training b) Within five days of the timeline and the training material being approved by the Media Programme Manager, the first 10-day training starts. c) The second 10-day training is implemented consecutively d) Within 15 days after the completion of both training sessions, the trainer provides a report with recommendations. The report should be drafted in English language with a length of 15 pages. Performance Indicators: „h Final documents incorporating comments received from the Media Programme delivered on time in an appropriate format and quality as requested by the Media Programme; „h Consultancy implemented as stated above; Location: The consultants will conduct trainings in at the facilities of media outlets in Podgorica and at OSCE headquarter in Podgorica. |

Tasks and Responsibilities | ||
The scope of the work performed by the consultants will include the following: a) Facilitate a 20 day training course (2 trainings, 10 days long each training) on television production, camera operation, editing techniques, and basics of web journalism b) Equip participants with skills of contemporary journalism standards in television production, including: „h Use of digital video camera, microphone, and tripod „h Filming interviews, sequences, general views, action shots, etc. „h Editing news packages for television broadcast and web use „h Adapting television scripts for web publishing c) Prepare and deliver post-training report and evaluation. |
