Background

This call for applications is open for persons with the citizenship of one of the OSCE participating States, excluding the citizenship of the Republic of Serbia.

The project "Countering Violent Extremism and Radicalization Threats in Serbia through Community-Based Early Warning and Preventive Engagement" is aimed at establishing and consolidating a foundation for efforts to prevent and counter violent extremism and radicalization that can lead to terrorism (VERLT) in Serbia. Preventing and countering VERLT is recognized as a comprehensive and multi-faceted approach in the global fight against terrorism to which the Government of Serbia is committed.

Discussions with interlocutors and key stakeholders reveal that there is a need for more data, facts and information on topics concerning extremism, violent extremism, radicalization and terrorism in Serbia, as well as on how to prevent and counter VERLT. As Serbia is a quite diverse country, there is scope for a very diverse approach to identifying research needs and questions. While there has been some past research in Serbia, and there are some interesting research efforts underway, as a complex and interdisciplinary field a multiplicity of voices is needed to ensure vibrant debate and discussion among researchers and academics that could lead to concrete policy discussions and proposals. Further, research by non-Serbian researchers can provide a useful external perspective on these themes. Therefore, the Project requires the services of researchers with demonstrated ability to conduct original research and analysis for publication, discussion and debate relevant to extremism, violent extremism, radicalization and terrorism in Serbia, as well as on how to prevent and counter VERLT.

 

Tasks and Responsibilities

Under the supervision of the Project Co-ordinator, the researcher will perform the following tasks:

  1. Conduct original research and analysis on the topic presented in their proposal, and agreed to by the Mission;
  2. Collect and review the relevant data and bibliography;
  3. Submit a strong written draft for group discussion (by 15 February 2018);
  4. Participate in a working meeting with the Mission team and other researchers to review and comment on drafts, concepts and analysis;
  5. Prepare a final document for publication (15-20 pages, plus notes), in either English or Serbian;
  6. Participate in a discussion with Serbian officials/policymakers on the findings and recommendations;
  7. Attend consultative meetings with the OSCE as needed.

 

Necessary Qualifications

  • Citizenship of one of the OSCE participating States, excluding the citizenship of the Republic of Serbia;
  • Completed graduate-level degree (MA/MSc or PhD), or substantial progress in obtaining a MA/MSc or PhD in a relevant field (political science, security studies, international relations, sociology, psychology or other social sciences);
  • Experience in developing a research proposal and research design;
  • Experience in collecting primary data, as well as analysing secondary data sources;
  • Ability to develop policy ideas and proposals based on research findings and analysis;
  • Ability to participate in academic discussion debates and fora, and to constructively comment on peer publications;
  • Good knowledge of English, both written and oral;
  • Computer literate with practical experience in Microsoft packages;
  • Ability and willingness to work with people of different cultural, national and religious background.

Remuneration Package

The researcher will be employed for a total period of 4.5 months (tentatively, from 15 October 2017 to 28 February 2018) and will be paid an amount commensurate to individual qualifications and experience, not exceeding 3,000 EUR in total.

The payment will be made in two instalments, of which the first will be paid by 31 December 2017, upon submission of a progress report or a first draft, and the second will be paid upon successful completion of all noted tasks.

In addition, the OSCE will bear any travel and accommodation costs associated with the consultancy.

  • Explanation of the research methods to be used in data collection;
  • Short summary of the location(s) of research and potential local travel needs;
  • Explanation of the potential policy relevance of the proposed topic.
