Upon the request for support received from the Protector of Human Rights and Freedoms of Montenegro (the Protector), the Media Programme requires the services of an experienced international consultant, PR and Communications Specialist, who would be hired to provide expertise and assistance in revising this institution’s Communication Strategy by developing the part related to social media, as well as co-related activities that should be included in the Action Plan.

The current Protector’s Communication strategy was created two years ago and it is lacking the part related to interactive social media outreach. Updating this strategic document is important as it would provide the institution with a necessary framework for online promotion of its work and goals, while achieving the best possible outreach. It is undisputable that social platforms, as a low-cost and effective communication tool, are representing an efficient way for state institutions to communicate with the media and general public.

In addition to this, mechanisms for improving online promotion of gender equality and gender sensitivity have to be included in the Strategy.

The Media Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International PR and Communications Specialist who would be tasked to provide assistance and expertise to the Protector of Human Rights and Freedoms of Montenegro in drafting and finalising the segment of the Strategy dedicated to the online promotion via social media, followed by updating the Action Plan with correlated activities, via online consultations and a consultation meeting that will be held in Podgorica. In performing the aforementioned tasks, the consultant will work and cooperate closely with the Protector.

     

Tasks and Responsibilities

 

 

     
   

Under the supervision and in close cooperation with the OSCE Mission to Montenegro/Media Programme Manager, the consultant will be required to perform the following tasks:

  • Drafting the two documents within consultation meetings with the Protector and the OSCE Mission to Montenegro Media Programme, to be held in Podgorica, the two documents should be drafted in English language, by June 25, 2019, (3 working days);
  • Finalizing the segment of the Communication Strategy dedicated to the online promotion via social media, in cooperation with the Protector of Human Rights and Freedoms of Montenegro, in English language, by July 15, 2019, number of pages to be discussed (3 working days);
  • Finalizing the update of the Communication Strategy’s Action Plan, outlining activities correlated to the online promotion via social media, in cooperation with the Protector of Human Rights and Freedoms of Montenegro, in English language, by July 25, 2019, number of pages to be discussed (3 working days);
  • The consultant will be expected to provide expertise in all phases of revision and to be available for online consultations; when requested by the Protector, in the period of the duration of contract, by July 31, 2019;
  • Preparation of the report, approximately three pages long, based on the observations and experience with the Protector’s team, including comments and key conclusions, in English language, by July 31, 2019 (1 working day);

Deliverables:

  • The two documents drafted within consultation meetings with the Protector and the OSCE Mission to Montenegro Media Programme, to be held in Podgorica, the two documents should be drafted in English language, by June 25, 2019, (3 working days);
  • The segment of the Communication Strategy dedicated to the online promotion via social media submitted, in cooperation with the Protector of Human Rights and Freedoms of Montenegro, in English language, by July 15, 2019, number of pages to be discussed (3 working days);
  • The document containing update of the Communication Strategy’s Action Plan submitted, outlining activities correlated to the online promotion via social media, in cooperation with the Protector of Human Rights and Freedoms of Montenegro, in English language, by July 25, 2019, number of pages to be discussed (3 working days);
  • Expertise in all phases of revision and online consultations provided; upon requests of the Protector, in the period of the duration of contract, by July 31, 2019;
  • Report submitted, approximately three pages long, based on the observations and experience with the Protector’s team, including comments and key conclusions, in English language, by July 31, 2019, (1 working day);

Necessary Qualifications

 

 

     
   
  • University degree in journalism, media, social/political sciences, international relations, economy or related field;
  • Minimum 8 years of relevant professional experience;
  • Proven track-record in developing interactive communication strategies, strategic communications planning, advertising, message development;
  • Experience in the area of social media;
  • Knowledge on the work and mandate of the Protector of Human Rights and Freedoms of Montenegro;
  • Excellent written skills, sound analytical and research experience;
  • Excellent knowledge of English language;
     

Remuneration Package

 

 

     
   

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert.
