Background    
     
   

Reforms within the Montenegrin Police (MP) commenced before the country’s referendum on regaining independence in 2005. Since then, MP has been changing its institutional organisation and status from an independent body to administration under the jurisdiction of the Ministry of Internal Affairs (MIA) a number of occasions. On 1st January 2019, the police became fully operationally independent from the MIA again. As a result the Police Directorate is now the main law enforcement agency in Montenegro.

The focus will be upon the strategic framework for numerous reform questions on the police work  that transferred to the framework of the Action Plan for Chapter 23 “Judiciary and Fundamental Rights” and the Action plan for Chapter 24 “Justice, Freedom and Security”, which was adopted in June 2013 following the reform processes that commenced with the European Union accession negotiation process in June 2012. This new assessment report should identify the achievements to date and highlighted the progress since the last OSCE report in June 2011 and outlining the new challenges.

The report will assess the involvement of the OSCE and the international community in police reform, the current state of the police reform process and Montenegro’s progress in EU integration achieved in the field of justice and home affairs.  It will also need to consider the possibility of re-aligning strategies in order to meet objectives for a modern and accountable police service. The report address and summarise recommendations in the areas of OSCE assistance in the forthcoming years thus to ensure the efficient and effective investment of the Organisation’s resources and implementation of the politico-military commitments.

The Security Cooperation and Governance Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Police Consultant for Transnational Threats Assessment who would be tasked to, working in pair with other Consultant, conduct assessment of the Police reform progress for the period June 2011 - June 2019 and develop a comprehensive eight years report focusing on ongoing police reform processes in Montenegro. The research should provide extensive empiric data for analyses of the process of police reform in Montenegro, achieved results, evidence gaps and remaining tasks. The report should build up on the OSCE Police Reform in Montenegro 2006-2011 Assessment and Recommendations Report. This consultancy will be focussed on the following chapters of the Report:  Transnational Threats, including prevention and combatting terrorism and violent extremism, serious Organised Crime and Borders.

     
Tasks and Responsibilities    
     
   

Under the supervision and in close co-ordination with the OSCE Mission to Montenegro/SCOG’s Programme Manager and the National Programme Officer, who will provide administrative and logistic support, the consultant will, working in pair with the second Consultant, will be required to perform the following tasks:

  • Conduct research in relation to the chapters of Transnational Threats, including prevention and combatting terrorism and violent extremism, serious Organised Crime and Borders: collecting the MIA, Police, civil sector, EU, OSCE and other international actors’ documents, study and analyse the documentation and provide the Mission with the feedback on the Research work in the form of a five page report in English language; working from home, by 17th June  2019 (7 working days);
  • Develop list of general and specific interviewing questions  related to the chapters of Transnational Threats, including prevention and combatting terrorism and violent extremism, serious Organised Crime and Borders for particular respondents from the MIA, Police, Parliament, academia, civil society, media and other relevant national institutions/interlocutors in English and preferably local language, identify the respondents and develop interview schedule, work from home, by 28 June  2019 (3 working days);
  • Interviewing phase I – conduct interviews in Montenegro, specifically in Podgorica, Budva or Bar, and Bijelo Polje (3 working days, 2-3 interviews per day, duration 1.5-2hr, in total between 6 and 9 interviews), by 15 July 2019;
  • Interviewing phase II – conduct interviews in Montenegro, specifically in Podgorica (7 working days, 4 individual and/or 1 group interview per day, duration 1.5-2hr, approximately 28 individual and/or 7 group interviews), by 30 July 2019;
  • Preparing Draft Report on assessment with recommendations related to the Transnational Threats, including prevention and combatting terrorism and violent extremism, serious Organised Crime and Borders, based on the data collected through the background research and during interviews, of approximately 40 pages, in English language, work from home, by 15 October 2019 (15 working days);
  • Working in pair with the second Consultant, edit and finalize the document - Report on assessment with recommendations June 2011-June 2019, cleared and approved by the OSCE, MIA and PD, of approximately 80 pages in total for the whole report, in English language, work from home, by 30 November 2019 (15 working days).

Deliverables:

  • Five page report in English language on research work conducted in relation to the chapters of Transnational Threats, including prevention and combatting terrorism and violent extremism, serious Organised Crime and Borders, in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/SCOG Programme, submitted by 17 June 2019,  (7 working days); 
  • List of Questions, List of Identified Respondents and Schedule of interviews with particular respondents from the MIA, Police, Parliament, academia, civil society, media and other relevant national institutions, submitted in English and local language, working from home, by 28 June 2019 (3 working days);
  • Approximately 6 to 9 interviews conducted during the Interviewing Phase I, in Podgorica, Budva or Bar, and Bijelo Polje (3 working days, 2-3 interviews per day, duration 1.5-2hr, in total between 6 and 9 interviews), by 15 July 2019;
  • Approximately 28 individual and/or 7 group interviews conducted during the Interviewing Phase II, in Podgorica (7 working days, approximately 4 individual or 1 group interview per day, duration 1.5-2hr), by 30 July 2019;
  • The Draft report on assessment with recommendations in relation to the chapters of Transnational Threats, including prevention and combatting terrorism and violent extremism, serious Organised Crime and Borders, based on the data collected through the background research and during interviews, of approximately 40 pages, in English language, work from home submitted by 15 October 2019, (15 working days);
  • The Final document - Report on assessment with recommendations June 2011-June 2019, of approximately 80 pages, in English language, edited and finalised in pair with the second Consultant, cleared and approved by the OSCE, MIA and PD,  (working from home), submitted by 30 November 2019, (15 working days).

Necessary Qualifications    
     
   
  • University degree in the area of public policy, security studies, police academy, political science, or related fields;
  • Minimum 6 years of professional experience in the field of law enforcement and security sector, in particular areas of addressing transnational threats and serious and organised crime;
  • Very good knowledge of policing reform and development and legislation framework in the context of EU integrations, with focus on the Western Balkan, Montenegro in particular;
  • Extensive knowledge of the EU integration processes, in particular Action and the Action plan for Chapter 24 “Justice, Freedom and Security”;
  •  Previous OSCE Western Balkans experience in police reform processes. The drafting reports on policing would be considered as an asset;
  • Proven research and writing capacities, to enclose publication if any;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Excellent oral and written English; 
  • Professional fluency in local  language would be considered as an asset;
  • Excellent negotiation, presentation and communication skills;
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
  • Proficiency in computer office applications.
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates. The OSCE Mission to Montenegro will cover all travel related expenses for the Expert/Consultant.
