Background
As a result of changes to working practices caused by COVID 19 response and the evolution of online training capabilities, the OSCE Presence in Albania (hereinafter the Presence) intends to move its simulation-based anti-human trafficking training exercise from a classroom based to an online format from Autumn 2021. The Presence seeks a qualified and experienced Networking Consultant to assist with the change, which is intended to be via adaptation of cloud/web-based services. The Networking Consultant will liaise closely with the Presence to produce a system that enables the exercise to be run in the most user-friendly and cost-effective way. The aim of the exercise is to enhance the Albanian law-enforcement, prosecutors, social services providers, labour inspectors, civil society to fight trafficking of human beings and related offences on a human rights focused approach and on a multi-agency method. This will encompass:
- identification of victims of trafficking. - effective prosecution of traffickers. - strengthening of the overall criminal justice and civil society response.
The objectives of the exercise are:
- to train staff to facilitate multi-agency co-operation through improving identification of human trafficking cases. - to identify potential means for improving the referral of trafficked persons to assistance providers. - to train or update the ability of staff to provide victim-centred protection and assistance, enhancing their ability to investigate human trafficking criminal cases using a proactive approach taking account of any trans-national issues. It is intended that the exercise will be distributed over multiple sites, as far as possible using hardware capabilities already issued or owned by participants . It is anticipated that the following elements will be included: - Library/file system, with varying levels of access. - Directory, easily accessible, searchable and to contain a flow chart detailing duties and linkages between trainees , DIREX , White Cell (WHC) and antennae . (Exercise Control – EXCON) . - Chat facility for each participant; 18 virtual chat rooms able to host both 1:1/group. - Individual Email accounts with 25MB attachment capability. - 18 virtual meeting rooms, centrally booked with max capacity of 86. - Ability to play and/or send multimedia files. - Facility to capture all data deriving from exercise play. - Telephone facilities as identified by the Presence. - Software should be available in languages identified by the Presence. - Facility to translate during meetings.
Objective
Working to the exercise structure and elements as detailed by the Presence, the Networking Consultant will recommend, oversee and support the identification, provision, establishment and operation of appropriate cloud/web-based system necessary to support the exercise.
Tasks
Under the supervision of the National Anti-trafficking Officer, the Consultant will perform the following tasks:
Task 1: Identify and propose for approval and purchase, an appropriate cloud/web-based system and architecture that satisfies the requirements specified by the Presence.
Task 2: Once appropriate licences have been purchased, oversee the installation of the system which includes but is not limited to:
- Ensure that all emails and chat addresses are created and functional. - Identify and set up appropriate group privileges. - Create the structure for the library so that the Presence can upload files. - Enable pre-population of injects within the system by DIREX staff. - Recommend solution and create a structure of the directory for the Presence to populate. - Ensure there is a backup/restore option available (option may already been built in with the solution). - As advised by the Presence, provide the means to pre-populate the injects within the system. - Facilitate a system for the recording of Lessons Identified through all stages of the exercise, preparation, execution and follow-up study. - Following the exercise, download all files identified by the Presence for retention.
Task 3: Create a succinct user guide for end-users (noting most will be distributed), to include use of all tools including videos, documentation systems, etc.
Task 4: Write and deliver a short test plan for the system. Test the system with the Presence at least one month before execution. Fix bugs ahead of exercise execution.
Task 5: Support the two-and-a-half-day exercise and oversee the downloading of exercise information as required.
Deliverables and performance indicators
No Deliverables Timeline 1 Based on the initial outline provided by the Presence, recommend a cloud/web-based system appropriate for the exercise for purchasing by the Presence. 30 June 2021 2 Produce a final draft of the exercise construct for approval by the Presence. 30 June 2021 3 Create an architecture design for the network. 30 June 2021 4 Install and setup appropriate network components as provided by the Presence. 15 July 2021 5 Create a user guide for end users. 15 July 2021 6 Write and execute a test plan for the network (include bug fixes). 30 August 2021 7 Support throughout the exercise and download appropriate information at the end of the exercise. September – October 2021
All information generated in this project shall remain the property of the Presence, which shall have exclusive rights over their use. All intellectual property rights are vested with OSCE and cannot be used by the service provider at any stage during or after the process.
Qualifications:
- University degree in Computer Science/ Cloud Computing or equivalent networking qualifications. - Minimum 2 years recent professional experience in the field of cloud/web-based computing. - Excellent working knowledge of general office software (MS Office suite or similar). - Proven ability to train staff and work remotely as a Network Engineer.
Remuneration
The payment for this consultancy will be in line with OSCE applicable rates.
