|
Parliamentary working bodies are crucial for the work of the parliament. Well-functioning committees allow a parliament to work more efficiently. In this regard, the OSCE Mission to Montenegro will focus on improving both the legislative and oversight function of the committees, including both Members of the Parliament of Montenegro and the service staff. In close coordination with the Office of the Secretary General Secretary General of the Parliament of Montenegro, the Mission’s project team will work with the Legislative Committee, Committee on Economy, Finance and Budget and Committee on Education, Science, Culture and Sports on drafting and amending laws.
The Democratization Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Legal Expert who would be tasked to design and deliver workshops for the Members of the Parliament and the service staff on the topics of the contemporary parliamentary trends in considering draft law and amending the laws. The first two-day workshop for the staff will tackle the parliamentary trends in the work of the committees, practices and approaches to law analysis, contemporary approach to briefings and regulatory impact analysis (RIA). Additionally, one-day workshop for the Members of the Parliament and two-day workshop for the staff will focus on clarifying issues related to amending the laws starting from tabling and moving amendments, conditions and form of amendments, subject, deadlines for the submission, deadlines for amendment consideration by a competent committee, accepting or rejecting the amendments, voting procedure, etc.

Tasks and Responsibilities |

|
Under the supervision of the OSCE Mission to Montenegro/Democratization Programme Manager, the consultant will be required to perform the following tasks:
- Prepare a two full days training programme and materials (for up to 25 Parliamentary service staff members) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on the contemporary parliamentary trends in considering draft laws, practices and approaches to law analysis, contemporary approach to briefings and regulatory impact analysis (RIA). The documents including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 20 pages/slides) in English language, working from home (one working day in total) (by 10 September 2019);
- Prepare one full day training programme and materials (for up to 20 Members of the Parliament) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on issues related to amending the laws. The documents including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 20 pages/slides) in English language, working from home (0.5 working day in total) (by 14 September 2019);
- Prepare a two full days training programme and materials (for up to 25 Parliamentary service staff members) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on issues related to amending the laws. The documents including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 20 pages/slides) in English language, working from home (one working day in total) (by 14 September 2019);
- Deliver the interactive two-day workshop for the Parliament’s service staff in Podgorica (approximately 25 participants) in English or local language, covering the topic of the contemporary parliamentary trends in considering draft law, practices and approaches to law analysis, contemporary approach to briefings and regulatory impact analysis (RIA) (two working days in total) (by 20 September 2019);
- Deliver the interactive one-day workshop for the Members of the Parliament in Podgorica (approximately 20 participants) in English or local language, covering the issues related to amending the laws (one working day in total) (by 20 September 2019);
- Deliver the interactive two-day workshop for the Parliament’s service staff in Podgorica (approximately 25 participants) in English or local language, covering the issues related to amending the laws (two working days in total) (by 20 September 2019);
- Prepare a final report (minimum 3 pages) in English about the workshops and the recommendations, working from home (0.5 working day in total) (by 23 September 2019);

- Approximately 20 Members of the Parliament are trained during the interactive one-day workshop in Podgorica (approximately 20 participants) in English or local language with the focus on issues related to amending the laws (one working day in total) (by 20 September 2019);
- Approximately 25 Parliament’s service staff trained during the interactive two-day workshop in Podgorica in English or local language with the focus on issues related to amending the laws (two working days in total) (by 20 September 2019);
- The final report (minimum 3 pages) in English about the workshops and the recommendations for future capacity building activities is submitted, working from home (0.5 working day in total) (by 23 September 2019);

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in the area of law;
- Minimum 8 years of experience in an area related to parliamentary work;
- Knowledge of legislative framework within the EU, its functioning and proceedings;
- Experience as a member of parliament or parliamentary service administration would be considered as an advantage;
- Knowledge of adult learning concepts and theories;
- Excellent negotiation, organizational and co-ordination skills;
- Professional fluency in English language, both oral and written;
- Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Previous experience working with other international organizations would be considered as an asset.

Remuneration Package |

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
The OSCE Mission to Montenegro will cover all travel related expenses for the Expert/Consultant. |
