Background    
     
   

Water resources management in Central Asia and Afghanistan is one of the major drivers of economic development in the region. Often, the research community of Central Asia and Afghanistan is actively engaged in water resource management initiatives leading to relevant  policy studies. Researchers and academics are closely interacting with policy makers from national and international agencies for the development of water resources management agendas on national and regional level. A significant contribution of the research conducted by Central Asia and Afghanistan institutions is well reflected in national water policy documents and transboundary policy frameworks. However, the research community is not always well equipped with the essential structural and conceptual background required for the formulation of their outputs in international fora. This sometimes entails inferior results in comparison to the efforts. Being aware of the existing situation, OSCE Program Office in Dushanbe in cooperation with the German Kazakh University (GKU) and the Regional Environment Center for Central Asia (CAREC) came up with an initiative to support a 5-day training on the capacity building of the most talented researchers in conducting research on water governance and management and mentoring the writing-up of their research though an online platform hosted by GKU. The initiative will be organized in collaboration with a number of national universities from the region. Promising PhD Candidates, Post-Doctoral Fellows or Assistant Professors, from each country of the region – including Afghanistan – with sufficient command of English, doing their research on water-related topics will be selected. The selected students will be guided on how to prepare a scientific research article in water governance and management and publish in peer reviewed journals. The final paper will be published in the Special Issue of the ''Central Asian Journal of Water Research'' (CAJWR) as an outcome of the Training. The two mentors of the training will be the Guest Editors of the Special Issue.   To implement the project, the OSCE Programme Office seeks to recruit two international trainers who shall prepare the program, conduct the training and perform mentoring tasks. Specific details on the tasks and responsibilities of the trainers are provided in the Tasks and Responsibilities section.

Training objective:

The objective of the scientific writing training course is to enhance the scientific community in Central Asia and Afghanistan in writing research for policy articles related to water resources management issues of the region.

Expected outcomes:

  •  The  participating researchers will improve their scientific writing skills as an immediate outcome;
  • A special Issue will be prepared and designed in collaboration with GKU for the E-Journal on Integrated Water Resources Management in Central Asia (http://water-ca.org/ej/index.php/IUVR);
  • The trained researchers will contribute in the regional water cooperation and establishment of sustainable transboundary water polices in the long run.

Tasks and Responsibilities    
     
   

The trainers should:

  1. Prepare the program of the training course which should cover theoretical background for the writing up of participants’ research studies as indicatively below:
  • Introduction to the principles of effective scientific writing, outlining the concept of research paper; streamlining the writing process (logical order);
  • Developing introduction part, highlighting problem statement, current situation, literature review, paper contribution;
  • Methodology structure on existing and novel approaches, data sourcing and collection, developing arguments;
  • Results mainstreaming; concise tables and graphs;
  • Designing discussion and elaborating on research results, presenting similarities and differences with previous studies; added value;
  • Conclusion and take away message, bolding contribution to the research field;
  • Referencing and style, frequency of reference, valid references, self-citations;
  • Formatting original manuscript, paper submission, journal selection, peer-review process, commentaries, re-submission;
  • Plagiarism, authorship, co-authorship, copyright, open-access, uploading to social networking sites for scientists and researchers.

The program should be shared with the organizers no later than August, 15, 2018. The organizers shall reserve the right to make changes into the proposal.

2. To develop a list of materials and equipment necessary to conduct training sessions;

3. Be involved in the selection of workshop participants by scrutinizing and ranking the applications; 

4. Undertake the training for five days in Dushanbe, Tajikistan on September 3-7, 2018 in English. Here, the trainers are expected to use a participatory and interactive approach with the workshop participants.

5. Provide  a final report upon the delivery of the workshop (within 2 weeks);

The instructors will provide two reports, the first one to be submitted to OSCE POiD after the completion of the writing workshop and the second to be submitted to CAREC after the hands-on mentoring training.

Reporting:

After delivery of the training (within 2 weeks), the trainers should submit a report to the OSCE Program Office in Dushanbe. The report should include the following:

  • Program of the workshop;
  • Objectives of the workshop;
  • List of participants;
  • Workshop delivery with concise presentation of the workshop sessions content and of applied methods;
  • Conclusions and recommendations based on lessons learned for future interventions;
  • Other relevant materials.

 

 

     
Necessary Qualifications    
     
   

(for the two (2) scientific writing instructors):

  • At least 10 years research experience on water resources management or water resources governance with proven record of giving seminars on scientific writing workshops  and training courses;
  • Good knowledge of water resources management or governance in Central Asia;
  • Strong experience in publications, scientific articles in peer-reviewed journals;
  • Strong Experience as referees/associated editors in peer-reviewed journal related to water resources management;
  • Excellent communication skills;
  • Fluency in English is required. Knowledge of Russian would be an asset.

Remuneration Package    
     
    The trainers will be remunerated commensurate with the trainers experience and qualifications in accordance with the OSCE established rates. Applicants should indicate whether they wish to be included into the OSCE Roster of experts for similar assignments.
