The Governance in Economic and Environmental Issues Department at the OSCE Presence in Albania is expanding the ROSTER for international and local experts specializing in the anti-corruption area. In this regard the department is looking for senior professionals with specific expertise in 1) Gender and Corruption, 2) Public Procurement; 3) Anti-Corruption Communication and Awareness Campaigns; 4) Anti-Corruption Legal and Policy Framework; 5) Anti-Corruption Research Studies.
Corruption remains a serious issue in Albania. A drop of 15 places in the Transparency International Corruption Perception Index from rank 91 out of 180 in 2017 to rank 106 in 2019 indicates a deterioration of public trust. This trend was observed in other perception surveys during 2019. The United States Department of State, in its Investment Climate report for Albania concluded that the perceived investment climate is problematic and that Albania remains a difficult place to do business. In a UNDP financed survey in 2017 more people indicated personal exposure to corruption than a year before, stating that the number of Albanians that experienced corruption went up by 5 - 6%, namely from 15% to 21% at local governmental level and from 10% to 15% at central government level. The Regional Cooperation Council in its Public Opinion Survey for 2018, ranked Albania among those countries where political parties, judiciary, customs and healthcare system are perceived by the public as being highly corrupted. According to this barometer, Albanians believe that politicians are the most corrupt category, followed closely by the judicial system and customs. Furthermore, the 2019 EU Commission Report called on Albania to make further determined efforts in the fight against corruption, including towards establishing a solid track record of proactive investigations, prosecutions and convictions.
In synergy with international partners, the OSCE Presence in Albania through its Governance in Economic and Environmental Issues Department (GEEID) is supporting the Government of Albania and the local civil society in various initiatives in targeted areas to enable further progress and results in the fight against corruption. For this purpose, we are looking to expand the roster of international experts in the following anti-corruption areas:
Area 1: Gender studies and Corruption; the experts should be able:
1) Conduct analysis, studies and evaluations on the linkage between gender inequalities and corrupt practices in Albania.
Area 2: Public Procurement; the experts should be able to:
1) Draft strategic planning (targeting the institutional, legal and policy framework) in the area of the professionalization of public procurement functions 2) Designing and delivering training of trainers program. Area 3: Anti-Corruption Communication and Outreach Campaigns; The expert should be able to:
1) Develop, design and conduct communication and outreach campaigns tackling the various anti-corruption measures the department is engaged in, such as whistleblowing, integrity promotion and anti-bribery.
Area 4: Anti-Corruption Legal and Policy Framework; The expert should be able:
1) Conduct pre and post regulatory impact assessments, as well as mid-term evaluation of governmental strategies. 2) Draft laws with strong anti-corruption scope, and draft manuals that facilitate legislative and policy implementation.
Area 5: Research Studies on Anti-Corruption; the experts should be able to:
1) Conduct evidence-based studies on corruption related areas. 2) Develop innovative research methodologies and methods in various economic and anti-corruption issues.
Necessary specific qualifications:
Gender and Corruption;
• Advanced University Degree or equivalent with relevant work experience in anti-corruption studies/legal anti-corruption/social development studies/ gender studies or equivalent/ public administration, public policy, or a related field/ Public Relations, Journalism, Social Studies;
• Demonstrated understanding of International practices of Anti-Corruption Guidelines and Policy like OECD, World Bank , Counsel of Europe or similar;
• Knowledge of international/regional agreements, initiatives on anti-corruption related issues.
• A minimum of 5 years’ experience in anti-corruption issues
• Evidenced ability to conduct trainings on implementation and development of anti-corruption legislative framework and policies
• Demonstrated understanding of anti-corruption from research and policy perspectives
• Extensive experience in research design, quantitative and qualitative research methods
• Strong English writing and communication skills;
• Experience in development and delivery of trainings on communications
• Extensive experience working on international anti-corruption policies in developing countries that would be able to translate into a national context;
• Organizational development and capacity building experience;
• Up-to-date and comprehensive knowledge and experience of EU development, legislation, policies, instruments and facilities on anti-corruption.
• Strong editorial and writing skills and ability to communicate findings effectively to a non-expert audience
• Strong English writing and communication skills;
Remuneration Package: The payment will be done according to OSCE consultants remuneration scale.
