Background

		The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its commitments in Politico-Military Activities. Particularly, it provides support for strengthening its efforts in preventing and countering violent extremism and radicalisation that lead to terrorism (VERLT). The Office is establishing a roster of suitable candidates who will be involved in the implementation of activities of the Politico-Military Dimension’s (PMD) project, in particular, conducting training courses on digital forensics and on computer emergency response, thus providing expertise in one or more of the following areas: Cyber intelligence and analysis; Digital forensics/computer forensics; Social network forensics; Malware analysis.

Tasks and Responsibilities

		Under the overall guidance and direction of Project Manager and National Counter-Terrorism Officer, the consultant will provide consultancy/expertise and assist in the implementation of the PMD project, particularly: Conduct ToT cybersecurity training courses for about 20 IT specialists in Bishkek; Provide consultations for the participants of the ToT cybersecurity training courses; Prepare the set of electronic materials for the courses to be available for all the participants; Prepare power point presentations for the training courses; Elaborate the evaluation form for the participants. Necessary Qualifications

		Master’s degree in Computer Science or Information Technology; Teaching or training experience; Applied IT industry experience in Computer Security, Cyber Security or Information Security; Certified Forensic Computer Examiner (CFCE) certification (preferred); Strong communication and interpersonal skills and ability to develop and deliver presentations; Demonstrated ability in at least two programming languages, especially in data transformation management and analysis, basic systems analysis and design techniques, testing, debugging, and documentation standards, database design, storage and internal systems; Demonstrated ability to moderate and facilitate working group meetings, roundtable discussions and other similar events; Previous assignments within the OSCE or another international organization would be an asset.

Remuneration Package

		Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
