Background information:

The OSCE Project Co-ordinator in Ukraine (PCUk) is currently implementing a project “Awareness raising, education and training for life scientists on biosafety and biosecurity” with funding by the European Union. The Objective of the project is to improve biological safety, security and bioethics in Ukraine through training of life scientists on biosafety and biosecurity (B&B), and to ensure sustainability of the national training system. The main target audience of the trainings are life scientists of specialised laboratories within Ministry of Health (MOH), State Service of Ukraine on Food Safety and Consumer Protection (SSUFSCP), National Academy of Sciences of Ukraine (NASU), National Academy of Medical Sciences of Ukraine (NAMSU), and National Academy of Agrarian Sciences of Ukraine (NAASU).

Within the first stage of project implementation a group of national subject-matter experts analysed current state and needs on B&B training for life scientists and specialists of specialised laboratories within MOH, SSUFSCP, NASU, NAMSU, NAASU; identified uniform requirements for B&B training; and compared available national and international training curricula against identified national needs and requirements. Findings of the conducted analysis inform the development of national B&B training programme for life scientists and professionals of specialized laboratories in Ukraine.

The PCUk requires services of international subject-matter experts to participate in development of national B&B training programme for life scientists and professionals of specialized laboratories in Ukraine aligned with international best practices and standards.

Please note that this is a consultancy assignment of a temporary nature. The consultant will be required to work from home with the ability to travel if necessary (conditional to pandemic situation).

Task:

The selected experts will work under general supervision of National Project Officer within the PCUk with technical co-ordination by the lead expert. The experts will closely co-operate with other national and international experts. The experts are expected to:

• review the draft national B&B training programme developed according to needs of national stakeholders;

• produce recommendations and inputs for its alignment with international best practices;

• support the group of national subject-matter experts in developing components of national B&B training programme, including: content and timing of training modules; topics of lectures; practical and laboratory exercises; defining academic hours per activity, required training materials,  resources, modes of study, examination forms, description of gained competences and learning outcomes, etc;

• develop specific components of the national B&B training programme (to be assigned);

• support the group of national subject-matter experts with expertise in international best practices in the field of B&B to address needs of national stakeholders on B&B training;

• participate in the delivery of the developed training programme to trainees from MOH, SSUFSCP, NASU, NAMSU, NAASU;

• co-operate with PCUk project team, MOH, and other relevant national and international stakeholders as required, including participation in workshops, meetings and discussions.

Necessary Qualifications:

• post-graduate degree in the field of biology, medicine, public health management or similar;

• minimum 5 years of proven international practical experience in training / instructing of laboratory personnel on B&B and/or development of training programmes and materials on B&B;

• international trainer certification in the field of B&B;

• excellent interpersonal skills, ability to relate easily and openly with colleagues, self-motivation;

• outstanding communication skills both verbal and written; excellent understanding of English language (reading, speaking); knowledge of Ukrainian or Russian language will be an asset;

• computer literacy.

Remuneration Package:

According to the PCUk consultancy fees guidelines.
