Although the Government of Tajikistan has increased its annual energy production, around 10% of the population of Tajikistan lives in remote mountainous areas far from centralized power grids and therefore cannot benefit from the achieved production increase. In 2019 OSCE Programme Office in Dushanbe (POiD) initiated an energy security survey, conducted by Welthungerhilfe, in the upper Zerafshan basin of the mountainous villages in Kuhistoni Maschchoh in order to help the government of Tajikistan to achieve its goal in provision of access to energy to all.
