Background | ||
Based on the negotiations and needs proposed by the Ministry of Economic Development and Trade of the Republic of Tajikistan for FEZ development, in 2019, the OSCE POiD the Project will review two Free Economic Zones in Sughd and Kulyab performances. The FEZs started their operations back in 2009 and the OSCE presence in Tajikistan has been supporting those since the very beginning. The FEZ in Kulyab started its operations in 2019. These zones are in a different stage of development. In this regard, there is need for a comprehensive analysis of the current status of development of FEZs. The results of this evaluation and the recommendations on further development of the FEZs’ management will be provided to the Ministry of Economic Development and Trade for further considerations and designing reforms of the FEZs with the expectations of enhancing the capacity building. This will allow increasing the investment attractiveness of the FEZs, to extend their future operations, to expand the production volumes, to raise the exports of locally manufactured goods in the future and, finally to develop an exit strategy for the POiD support. The international expert will be coordinating its activities and performing its tasks with a team of local experts. |

Deliverables: A final report on the conducted evaluation of the Free Economic Zones in Soghd and Kulyab. Duration of assignment: 01 November – 23 December 2019.

Remuneration Package | ||
The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments. | ||
