Background

For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (Mission) continues to contribute proactively into the development of the security and public safety sector in Kosovo. As a part of its efforts to enhance capacities of local institutions in the area of hate crimes, the Police Development and Monitoring Section (PDMS) of the Department continues to facilitate activities to support the process of implementing Co-operation Agreement on Treating Hate Crimes in Kosovo signed by the KP, Ministry of Internal Affairs (MoIA), Prosecutor’s Office and Kosovo Judicial Council (KJC) in 2018.  This agreement aims to increase hate crime data collection, improve the response from relevant agencies to potential hate crimes, and establish appropriate measures to prevent hate crimes.

In 2020, the Section also assisted KP working group in developing guidelines for responding to hate crimes. In 2021, following the development of KP guidelines on responding to hate crimes, the Section will support KP in introducing the new document to the field officers in all eight KP regions.

The Mission will also continue to support the MoIA in fulfilling its coordination role in implementation of Inter Agency Agreement on addressing hate crimes in Kosovo by organizing MoIA led activity. As such, the Mission will support conducting a victimization survey on hate crimes, which falls under MoIA responsibility under the Agreement.

Objective

To support the MoIA in implementation of its responsibilities under the inter-agency agreement in addressing hate crimes, as well as to assess hate incidents in Kosovo by the end of the year, the Mission will facilitate a complex survey targeting wide audience in mixed communities across Kosovo, with a view to providing a comprehensive report of the situation on the ground. The survey will provide an analysis of residents’ perception towards this problem and quality of response provided by law enforcement agencies. It will also help develop an understanding of prevalent trends of crimes/incidents motivated by bias, and identify gaps in response by law enforcement agencies, which will be addressed through future Mission advocacy.

In close co-operation and agreement with MoIA, this survey will be conducted in three phases, starting from March, and will be divided into three sub-activities/stages. This activity foresees several rounds of in-person consultations, which can be organized online if current COVID-19 related restrictions for in-person meetings and traveling to the Mission area are in place during the implementation stage.

Tasks and Responsibilities  

Stage 1: Needs assessment mission and preparation of methodology and questionnaire

Under the supervision of the project manager, the international expert shall:

  • Conduct a three-day Needs Assessment exercise in the Mission area to examine the context and meet with the beneficiaries of this activity to discuss their needs ;
  • Draft a methodology for an in-person Kosovo-wide Hate Crime Victimization Survey;
  • Determine broad survey parameters and quota sample;
  • Identify data constraints and data quality requirements;
  • Define scope and sample specifications;
  • Determine testing and quality assurance strategies;
  • Prepare the survey frame and questionnaire;
  • Incorporate comments of the beneficiary, project and activity managers, as well as Mission clearance offices in the final versions of the mentioned documents;
  • Timely submit required documents for Mission approval.

Stage 2: Implementation of the survey in the field

Under the supervision of the project manager, the international expert shall:

  • Agree on and make any proposed adjustments to the survey design and questionnaire by the service provider before the training of interviewers and piloting of the survey;
  • Be present during the training of interviewers and give a presentation on hate crime and the creation of the survey design and questionnaire;
  • Oversight the pilot stage of the survey;
  • Propose and implement upon agreement with the project manager necessary adjustments in survey frame or questionnaire after the piloting and before commissioning the survey .

Stage 3: Data analysis and final report

Under the supervision of the project manager, the international expert shall:

  • Analyse raw data received from survey, visualize hate crime trends and insights;
  • Elaborate the specifics of each respondent group, presenting the broader results and findings;
  • Draft the survey report  structured according to the Mission reporting requirements;
  • Timely submit the draft report for Mission clearance;
  • Work in close collaboration and coordination with the Section, and Mission’s clearance offices, in order to ensure that the survey itself and report meets Mission’s reporting standard;
  • Present the results of the survey to the beneficiary.

Deliverables

  • Needs assessment prepared, methodology drafted and survey frame and questionnaire prepared by the end of April 2021;
  • The pilot stage of the survey implemented under the supervision of international expert by the end of May 2021;
  • Final report is drafted, approved and presented to beneficiary by the end of October 2021.

Performance Indicators

  • Participation in all scheduled meetings with the beneficiary of this activity;
  • Drafts of all documents are submitted timely for the Mission clearance;
  • Comments of the beneficiary, project and activity managers, as well as Mission clearance offices are successfully incorporated in the final version of all documents;
  • Final report presented to the beneficiary.

  Necessary Qualifications  

  • Advanced university degree in political sciences, social science, psychology, statistics, international relations, public policy, law, international human rights law or other human rights related fields
  • Minimum ten (10) years of relevant professional experience in the specific area of expertise (human rights, hate crime and hate speech, anti-discrimination)
  • Previous experience in conducting complex surveys in the area of human rights or related field  
  • Previous experience in research, analysis and legal drafting, including articles and publications
  • Experience in planning, conducting, and analysing victimization surveys, drafting reports ad analysis    
  • Previous experience on issues relating to anti-discrimination or hate crime and tolerance in the SEE region
  • Professional fluency in English. 
  • Flexibility, adaptability and the ability to work under pressure and with limited time periods as per the set timelines
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Previous experience with international organizations with similar work will be an asset.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
