Background    
     
   

The majority of natural disaster, result in deaths and injuries, damages and destructions, which are always visible. What is not visible are the mental agonies, trauma and stress of the survivors who have suffered human and physical losses. Often such distress can continue for years after the physical damages have been restored and reconstructed. Early recognition and counseling could prevent many of such prolonged agonies. This has encouraged innovative research and practices on community based psycho-social counseling by which the simple tools and techniques of counseling can be taught to the community workers and other local level functionaries. Within the framework of cooperation between the OSCE Programme Office in Dushanbe (OSCE POiD) and the Committee of Emergency Situation and Civil Defense (CoESCD), the Office is supporting the newly established Psychological unit of CoESCD by enhancing its training capacity in psychological counseling and assistance. Therefore, OSCE POiD is planning to conduct a ToT for the instructors of Psychological unit of the CoESCD on psychological interventions during emergencies taking into account both international standards/experience and national context of the country.

In this regard, OSCE POiD is looking for a highly qualified International Expert who along with the National Expert will deliver a five-days ToT as well as will share international experience, knowledge, and best practices on psychological interventions during emergencies to the instructors of the Psychological unit of the CoESCD in Dushanbe bringing together all relevant staff from the regions.

Objective:

The main objective of the ToT is to enhance the training capacity of the CoESCD Psychological unit instructors in terms of providing psychological assistance and counselling, ensuring the provision of comprehensive, qualitative psychological services to vulnerable population of Tajikistan as well as displaced people by bringing together both international experience/standards and national context of the country. The instructors/participants of the ToT will obtain knowledge on providing both CoESCD staff and community with qualitative psychological counseling during the emergences.

     
Tasks and Responsibilities    
     
   
  • Along with National Expert to prepare the training agenda, handouts and questionnaire for conducting pre and post-tests and share them with National Programme Officer, DRR, OSCE POiD  for approval before the course start dates;
  • Along with National Expert to prepare presentations for the ToT and share them with National Programme Officer, DRR OSCE POiD  for approval before the course start dates; including based on good practises of foreign countries;
  • Along with National Expert to deliver a five-days ToT to a total of 15 instructors of CoESCD psychological unit and relevant staff from the regions as per the training dates;
  • To use a balanced theoretical and practical methods on providing psychological assistance for the ToT, including based on good practises of foreign countries;
  • Along with National Expert prepare and submit the final training report along with developed recommendations for further activities on enhancing training capacity, psychological assistance and counseling skills of the CoESCD psychological unit instructors to the National Programme Officer, DRR, OSCE POiD for approval.

Deliverables:

  • Developed agenda of the training and handouts;
  • Developed questionnaire for conducting pre and post-tests;
  • Prepared presentations;
  • Developed final report and recommendations;
  • Enhanced psychological assistance and counselling skills of the participants during the emergency situations;
  • Increased knowledge on international experience/standards, best practices, exchange of experience;
  • Improved coaching/training and facilitation skills of the participants;
  • Improved skills on working with different target groups.
     
Necessary Qualifications    
     
   
  • Advanced degree in Psychology;
  • At least seven (7) years of prior work experience in providing psychological aid during emergencies, or any other relevant field;
  • Demonstrated knowledge and experience in preparing training materials, conducting trainings, ToTs;
  • Experience in delivering ToTs to government agencies is an asset;
  • Ability to work with different target groups;
  • Ability to work in stressful situations and completing tasks in a short time;
  • Excellent organizational and communication skills;
  • Fluent in both written and spoken Russian, knowledge of English is an asset.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
