Background
The legitimacy of the Assembly of Kosovo (AoK) as the principal representative body in Kosovo’s democracy rests amongst others upon the support and engagement of the electorate. The Assembly is not only the representative institution of the Kosovo residents, but the place where laws are made and government is formed. The Assembly of Kosovo being the highest legislative and representative body elected directly, need to reconcile its functions in order to enable greater transparency to its residents. For the Assembly to fulfil its democratic mission, it is of vital importance to have effective communication with citizens and the civil society. Latest recommendations provided by the EU twinning project “Support to the Assembly of Kosovo” highlighted the need to further strengthen the transparency and the involvement of the civil society in the legislative process, as well as to improve the public information on parliamentary activities and parliamentary documentation.
Assembly lacks a unified platform that would provide the effective communication in audio and video formats from the plenaries, committees and Presidency meetings. This aspect has been identified by the Assembly and resulted in an official request to the OSCE Mission in Kosovo to assess and potentially support upgrades in the field of Information Technology with the ultimate aim to improve the Assembly’s performance in terms of transparency and accountability.
In order to address the aforementioned issue, the OSCE Mission in Kosovo (Mission) will engage an international expert that will be tasked to carry out a needs assessment exercise and draft the terms of reference and technical specifications for the Assembly of Kosovo’s new electronic voting system.
Objective
The Mission will recruit one international expert that will be tasked to carry out a needs assessment with regard to audio-video equipment as well as technical specifications for the purchase of this equipment for the plenary hall and other meeting rooms of the AoK.
The expert will closely look at the electronic infrastructure of the Assembly, physical environments where the conference systems are located, as well as integration of audio and video systems. Furthermore, he/she will be tasked to go through the institution’s procedures and technical protocols to be followed for the coverage of audio, video and information technology of the plenary, and in all the environments of the Assembly.

The aforementioned technological upgrades will serve as a basis for achieving additional strategic objectives in the field of transparency, which includes a comprehensive and systematic information provision to the public, and communication with the public through the official website and social media channel.
The duration of consultancy is fiften (15) working days.
Tasks and Responsibilities:
The scope of the work performed by the consultants will include the following:
o A desired integrated audio-visual system (application)
o Applicable software and counting system
o Security system control - authentication, authorization and transactions confidentiality,
o Sound reinforcement system,
o Preparing, reviewing, recording and publishing meetings,
o Projection system and video signals,
o Proposed list of equipment,
o Drawings audio/video/control (incl. networking),
o Room arrangement/Layout,
o Spare parts and redundancy.

Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
