For the Parliament of Montenegro to be more effective and efficient, constant support and service from the administration is needed. In 2018, the OSCE Mission to Montenegro, in co-operation with the Human Resources Department of the Parliament of Montenegro, engaged an expert to further raise knowledge on the topic of performance management and advise the Parliament of Montenegro on possible steps. The Mission will continue to support this process by engaging an international expert for consultancy service and developing training workshops on performance management and self-assessment for a group of selected staff of the organizational units of the Parliament of Montenegro.
The Democratization Programme of the Mission therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Expert on Performance Management for the Parliament who would be tasked to provide consultancy services and to develop and implement three two-day training workshops for the same group of selected staff on performance management and self-assessment. The consultancy services will be delivered during the visits envisaged for the training workshops. These activities aim at further improving the efficiency and effectiveness of the parliamentary services. The organizational units will be selected at the later stage in co-operation with the Human Resources Department of the Parliament of Montenegro.

Tasks and Responsibilities |

|
Under the supervision of the OSCE Mission to Montenegro/Democratization Programme Manager, the consultant will be required to perform the following tasks:
- To prepare two-day training programme and materials (for the group of up to 20 participants) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on performance management and self-assessment. To elaborate documents, including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 20 pages/slides in total), in English language will be submitted electronically to the Democratization Programme prior to the workshop, working from home (one full working day in total) (by 5 October 2019);
- To prepare two-day training programme and materials (for the group of up to 20 participants) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on defining Key Performance Indicators. To elaborate documents, including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 20 pages/slides in total), in English language will be submitted electronically to the Democratization Programme prior to the workshop, working from home (one full working day in total) (by 20 October 2019);
- To prepare two-day training programme and materials (for the group of up to 20 participants) in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on finalization of Key Performance Indicators for the organizational units of the Parliament of Montenegro. To elaborate documents, including material for interactive training (PowerPoint presentations, hand-outs, case studies and relevant exercises, minimum 20 pages/slides in total), in English language will be submitted electronically to the Democratization Programme prior to the workshops, working from home (0.5 working day in total) (by 5 November 2019);
- To provide two-day consultancy service in Podgorica by meeting representatives of units during which the expert will analyse activities and procedures of the organizational units of the Parliament of Montenegro (two full working days in total) (by 18 October 2019);
- To deliver an interactive two-day workshop in Podgorica for approximately 20 representatives of the organizational units of the Parliament of Montenegro in English language. The objective of the workshop is to increase knowledge on performance management and self-assessment (two working days in total) (by 18 October 2019);
- To deliver an interactive two-day workshop in Podgorica for approximately 20 representatives of the organizational units of the Parliament of Montenegro in English language. The participants will learn to define Key Performance Indicators (KPIs) and start developing KPIs for their organizational units (two full working days in total) (by 31 October 2019);
- To provide two-day consultancy and mentoring to the organizational units (For up to 20 participants) of the Parliament of Montenegro on finalization of KPIs in Podgorica (two full working days in total) (by 29 November 2019);
- To deliver an interactive two-day workshop in Podgorica for approximately 20 representatives of the organizational units of the Parliament of Montenegro in English language. The participants will work on finalization of KPIs for their organizational units (two full working days in total) (by 29 November 2019);
- To prepare a final report (minimum 5 pages) in English about the process and recommendations for future activities, working from home (0.5 working day in total) (by 30 November 2019).
Deliverables:
- Two-day training programme and materials (for the group of up to 20 participants) are prepared in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on performance management and self-assessment by 20 October 2019;
- Two-day training programme and materials (for the group of up to 20 participants) are prepared in accordance with the set objectives and in close co-operation with the OSCE Mission to Montenegro/Democratization Programme, focusing on finalization of Key Performance Indicators for the organizational units of the Parliament of Montenegro by 5 November 2019;
- Two-day consultancy service is provided in Podgorica during which the expert analysed activities and procedures of the organizational units of the Parliament of Montenegro by 18 October 2019;
- Approximately 20 representatives of the organizational units of the Parliament of Montenegro are trained during the interactive two-day workshop on the topic of performance management and self-assessment by 18 October 2019;
- Approximately 20 representatives of the organizational units of the Parliament of Montenegro are trained during the interactive two-day workshop on the topic of defining and developing Key Performance Indicators (KPIs) by 31 October 2019;
- Two-day consultancy and mentoring on finalization of KPIs are provided to the organizational units of the Parliament of Montenegro by 29 November 2019;
- Approximately 20 representatives of the organizational units of the Parliament of Montenegro are trained during the interactive two-day workshop on the finalization of KPIs for their organizational units by 29 November 2019;
- Prepare a final report (minimum 5 pages) in English about the process and recommendations for future activities by 30 November 2019.

Necessary Qualifications |
|
|
|
|
|
|
|
- University degree in the area of public administration, business administration or related fields;
- Minimum 8 years of experience in an area related to public administration including public sector quality management;
- Previous experience on projects involving parliament and senior management staff in public administration;
- Proven experience in preparing and delivering custom made training events;
- Knowledge of adult learning concepts and theories;
- Excellent negotiation, organizational and co-ordination skills;
- Professional fluency in English language, both oral and written;
- Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Previous experience working with other international organizations would be considered as an asset.

Remuneration Package |
|

|
The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
The OSCE Mission to Montenegro will cover all travel related expenses for the Expert.
