Parliamentary working bodies are crucial for the work of the Parliament of Montenegro. Well-functioning committees allow the Parliament to work more efficiently. In this regard, the OSCE Mission to Montenegro will focus on improving both the legislative and oversight function of the committees of the Parliament of Montenegro, including both Members of the Parliament and service staff. In close coordination with the Office of the Secretary General of the Parliament of Montenegro, the OSCE Mission to Montenegro’s project team will work with the Parliament of Montenegro’s Legislative Committee, Committee on Economy, Finance and Budget and Committee on Education, Science, Culture and Sports on improving the use of parliamentary oversight mechanisms.
The Democratization Programme of the Mission therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Expert on Parliamentary Oversight Mechanisms who would be tasked to design and deliver two workshops for the Members of the Parliament of Montenegro and the service staff on the topic of strengthening the Parliamentary oversight role, specifically the control function of the committees. The objective of the training workshops is to improve the use of parliamentary oversight mechanisms by the members of the committees; to offer practical advice on how parliamentarians can best use the available control instruments, i.e. how to make their oversight function more efficient and effective. For this purpose, the OSCE Mission to Montenegro will organize a one-day workshop for the Members of the Parliament of Montenegro and a two-day workshop for the service staff of the Parliament of Montenegro.
