Background    
     
   

In order to further improve the work of the institution, especially its efficiency, and put into practice all the principles learned in theory, the project will pilot the introduction of performance management and the development and use of key performance indicators (KPIs). In co-operation with the Parliament Human Resources Department, the Mission will engage an international expert who will assess a selected number of procedures in the Parliament and on that basis develop and implement two-day training on performance management and Key Performance Indicators for a group of selected staff. As part of this task, the expert would support the selected staff (on line) in developing performance management tools in their respective areas, as well as hold an additional meeting for the finalisation of the tools. He/she will also develop guidelines for future use in the Parliament on the development of performance management tools.

For the Parliament to be more effective and efficient, it needs constant support and service from the administration. The parliamentary service includes 7 units and employs around 150 staff members. With the goal of strengthening the efficiency of the parliamentary service, in co-operation with the Parliamentary Department for Human Resources, from 2016 the Mission started organising series of trainings for the heads of the departments of the parliamentary service with the aim of strengthening their skills as managers and offering them tools to increase their internal communication skills. The trainings were proved beneficial for the participants, exposing them to new tools and mechanisms, offering them new channels for communication and increasing the level of inter departmental interaction. During the previous activities and training with the managers, one of the reoccurring comments was the need to start building better performance management processes and tools. This influences the level of efficiency in the institution, performance and atmosphere among the employees. This activity will pilot the development of performance management tools in a number of selected departments.

The Democratization Programme therefore invites applications from highly qualified, energetic and experienced international professionals for the temporary consultancy post of International Expert on KPI's who would be tasked to analyse a number of selected procedures in the Parliament, to design and implement two day training for a small group of selected staff, focussed on performance management processes and tools, Key Performance Indicators and SMART Objectives, to support the participants through online mentoring to develop and design tools and KPIs in their respective areas for the following year and also to develop guidelines for future use in the Parliament on the development of performance management tools.

 

     
Tasks and Responsibilities    
     
   

The international expert will be tasked to:

  • Analyse relevant documents and procedures of the Parliament through on-line communication and consultation with the Mission, the Parliament’s Human Resources department and relevant participants (4 working days in total) (by 06 November 2018);
  • In close co-ordination with the Mission and the Parliament’s Human Resources department and relevant participants design and develop a two-day training programme and materials (for approximately 10 participants), in accordance with the set objectives and share it electronically with the OSCE Mission to Montenegro/Democratization Programme (1 working day in total). All the materials should be made available in English language (by 07 November 2018);
  • Deliver the interactive two-day training course in Podgorica (2 working days in total) in English language (by 12 November 2018);
  • Provide on-line mentoring to the participants in order to develop and design tools and KPIs in their respective areas based on the inputs given by the trainer during the training; review the final documents (5 working days) (by 23 November 2018);
  • Develop and finalise guidelines (minimum 10 pages) on the development of performance management tools for the use of Parliament in English language (5 working days in total) (by 03 December 2018);
  • Prepare the final report (minimum 5 pages) in English about the programme, including also recommendations for future capacity building activities and share it with the Programme Manager/Democratization; discuss recommendations with the Parliament’s Human Resources department and relevant managers on-line (1 working day in total) (by 06 December 2018).

Deliverables: 

  • Relevant documents and procedures of the Parliament are analysed through on-line communication and consultation with the Mission, Parliament’s Human Resources department and relevant managers (4 working days in total) (by 06 November 2018); 
  • The two-day training programme and materials are designed and developed in close co-ordination with the Mission and the Parliament’s Human Resources department and relevant managers (for approximately 10 participants), in accordance with the set objectives and shared electronically with the OSCE Mission to Montenegro/Democratization Programme (1 working day in total). All the materials are available in English language (by 07 November 2018);
  • The interactive two-day training course in Podgorica is delivered (2 working days in total) in English language (by 12 November 2018);
  • On-line mentoring is provided to the participants in order to develop and design tools and KPIs in their respective areas based on the inputs given by the trainer during the training; the final documents are reviewed (5 working days) (by 23 November 2018);
  • The guidelines on development of performance management tools for the use of Parliament are developed and finalised (minimum 10 pages) in English language (5 working days in total) (by 03 December 2018);
  • The final report about the programme, including also recommendations for future capacity building activities is prepared (minimum 5 pages) in English and shared with the Programme Manager/Democratization; the recommendations with the Parliament’s Human Resources department and relevant managers are discussed on-line (1 working day in total) (by 06 December 2018)
     
Necessary Qualifications    
     
   
  • University degree in the area of planning, public administration, business administration or related fields;
  • 6+ years of professional experience in preparing and delivering custom made trainings;
  • Working experience and thorough knowledge of performance management and Key Performance Indicators;
  • Previous experience or projects involving parliament and senior management staff in public administration;
  • Experience in adult learning concepts and theories and able to stimulate participants to take active part;
  • Excellent negotiation, organizational and co-ordination skills;
  • Ability to work with minimal supervision;
  • Fluency in English language is obligatory;
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Previous experience working with other international organizations would be considered as an asset;
     
Remuneration Package    
     
    The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
