Background:

EU-funded Media in Focus project aims at enhancing media professionalism and independence, and promote media pluralism in Albania. In the frame of this project, the support to the Journalism Department will entail updating the curriculum to include a more practical approach, thus ensuring that graduates are equipped with the skills and knowledge to compete in the modern media landscape. To that end, the project will include training and assessments of existing education practice and human resources needs of current Albanian media, in order to redesign the curriculum to embrace a hands-on approach tailored to the needs of the digitalized age. To embrace regional educational cooperation, some exchanges will be organized for the Journalism Department to learn from good practices from advanced journalism public schools across the Balkans and Western Europe.  Through modernizing the existing curricula of journalism and communication, students will be equipped with advanced journalistic skills, leading to a better-prepared future generation of journalists contributing to the media market in Albania. Improvement of the school curricula through introducing the hands-on approach as well as practical work opportunities will be a valuable contribution in terms of strengthening the work of the Journalism Department as well as the performance of media professionals in Albania, in general. This would directly contribute to the improvement of the media environment in the country. 

The Presence is now recruiting one international expert to recommend the redesign of existing curricula with an aim to provide new skills and competences of the Journalism and Communication Department.  The expert with a substantial tradition in teaching journalism will cooperate with the working group at Journalism and Communication Department to produce a final report on redesigning the existing curricula with an aim to provide new skills and competences which will match demands of the digitalized media. The project will support drafting of a final revision report, which will be shared within the Journalism Department and all relevant stakeholders. The experts will be supported with material and access to Department of Journalism and Communication during their visits and will be guided by the Project Manager and Presence staff in charge of the ExB project. The work will include desk research, meetings with lecturers (online or in person) with different beneficiaries and stakeholders. Other documents will be provided by the Project team such as previous assessments, survey findings conducted by other specialized experts and additional documents from the working group of Journalism Department.  The redesign will be based on a careful observation and revision of teaching methods, and in different existing assessments and data from publicly available sources and working with a group of the Journalism Department. The expert will have an extensive experience in teaching and education process, with a particular focus in the revision of the curricula.

 

Tasks and responsibilities:

The international expert is expected to:  •    Draft the first revision of teaching curricula focusing on investigative journalism (investigative reporting skills and techniques) fact-checking and countering misinformation/disinformation based on international best practices in teaching and on the preview’s assessment on the existing education curricula. •    Reflect all partners and stakeholder’s views in the final report.  •    Work closely with the Journalism Department working group remotely or during the visit in Tirana and keep the project team informed on all the steps of the process. 

Expected Output/Deliverable: •    First draft on the revision of teaching curricula. (minimum 8 pages) – 15 May 2021 •    Final report of the revised bachelor curricula, Journalism Department (UT) reflecting all input and feedback from peer review process (at least 15 pages) – 20 June 2021

 

Necessary Qualifications:

•    Master’s Degree from in journalism and communication; •    Experience in teaching/training investigative reporting skills and techniques;   •    Experience in conducting assignments in drafting, assessment o revision of the teaching academic program curricula; •    Minimum of 5 years of professional experience in journalism and communication and in education process; •    Very good knowledge of English including excellent communication and drafting skills.

 

Remuneration

The payment for this consultancy will be in line with OSCE applicable rates.
