The OSCE Presence in Albania is implementing the ExB Project “Support Anti-Corruption measures in Albania”, in order to support the decrease of corruption practices in the country, which puts a focus on three main areas: i) improve the capacities of public administration at the central and local level; ii) raise public awareness on the reporting mechanisms; and iii) increase the commitment of business community to make anti-corruption efforts. In order to increase competencies, knowledge and capacities of Civil Society Organizations as a watchdog of the government activities related to the investments climate in the country, as part of the Investment Climate and Governance Initiative (ICGI) memorandum of understanding signed by the government of Albania and European Bank for Reconstruction and Development, the Presence is planning to deliver 6 two-full-day trainings (one in Tirana and five in other regions) to CSOs on monitoring of public expenditure and public procurement. The Presence is looking for an international expert to work with the local IP in drafting a specific curriculum for 6 two-day training sessions (1 in Tirana and 5 in other regions) to CSOs at both the local and central level in Albania. The specific objectives of the trainings will be: (i) to provide information to CSOs on mechanism, legislation and administrative procedures available to which monitor government spending; (ii) to raise technical capacities of CSOs on monitoring the transparency of public awards and tender procedures through currently existing legal and practical instruments; (iii) advocate for the need to set up a monitoring network with CSOs and the media to oversee the investment climate and principles of good governance. The training curriculum will also aim at enhancing CSOs research skills to increase oversight of government's commitments and responsible business practices. |

Tasks and Responsibilities |

1. Conduct desk research, and summarize it in the form of a narrative report on the best international practices/standards related to the role of CSOs in monitoring government spending, the management and award of public contracts at both the central and local level as well as in advocating transparency on public spending. For that purpose the expert is expected to travel to Albania and meet with stakeholders to discuss CSO’s engagement in monitoring management of public funds in Albania as per schedule and list of stakeholders to be interviewed decided in partnership with the IP; 2 .Draft a training curriculum aimed at building capacities of local CSOs to monitor central and local government spending, increase civil society knowledge on legislative mechanisms in place to monitor government management, as well as advocate for transparency of public funds. Review training materials prepared by the local IP, including PPT presentations and evaluation questionnaires for 6 two-full-day trainings. 3. Training delivery. Travel to Tirana and deliver, in cooperation with the IP, a section related to best international practices (or any other sections to be decided in consultation with the IP during the first training session with CSOs based in Tirana on monitoring public procurement and award of public contracts. |

Necessary Qualifications |

1 University degree in Law, Economics, Public Administration or related fields; 2 At least 5 years of demonstrated knowledge and experience in conducting need assessments on monitoring government spending and tender procedures and developing training modules/curriculum and training materials on the topic; 3 At least 5 years of demonstrated experiences and skills in facilitating stakeholder consultations/training; 4 Relevant regional and international experience will be an advantage; 5 Demonstrated experience with civil society capacity building; 6 Excellent organizational, communication and interpersonal skills; 7 Excellent written and oral language skills in English; 8 Good computer skills |

Remuneration Package |
|
|
|
|
|
|
|
The remuneration shall be paid in 3 instalments upon assessment and approval of the in charge Department (GEEID): - 25% of the agreed total remuneration upon submission of the final inception report, and the first draft of the training curriculum; - 30% of the agreed total remuneration upon delivering of the final draft of the training curriculum; - 45% of the agreed total remuneration upon delivery of all trainings on building capacities of local civil society to monitor central and local government spending; |
