Duty station: Dushanbe, Tajikistan and place of residence of expert Duration of assignment: 01 June – 31 November 2019 The OSCE POiD started working on promotion of women in political and public life in 2016. Over the last three years, the POiD has conducted a number of capacity-building activities on gender and democratization for seven registered political parties, the Tajik Parliament, the Government of Tajikistan (GoT), youth and civil society organizations (CSOs). In addition, the POiD has supported in the development and implementation of Gender Action Plans (GAPs) for seven registered political parties. Building on past experience, the POiD will continue supporting seven registered political parties by providing expertise in the development of gender strategies for each political party. The political parties have not developed nor implemented gender strategies before and as such. Through the international consultant the POiD, will support the seven registered political parties by on development of the Gender strategy. Objective: An international expert is needed to support the OSCE POiD’s project in promotion of women’s participation in political and public life (WPP) in Tajikistan by assisting seven registered political parties in the development of gender strategies for each registered political party, conducing a five-day seminar with representatives of political parties and conducting a one-day training on the implementation of gender strategies. The international expert should be from one of the 57 Participating States, have previous experience in developing and implementing gender strategies, and speak Russian language fluently. The international expert will reflect on MC.DEC/7/09 – Women’s participation in political and public life, which encourages all political actors to promote equal participation of women and men in political parties.

The International expert under this SSA will travel to Tajikistan two times:
Organizational Setting: The international expert will work under direct supervision of the OSCE/POiD Gender and Anti-Trafficking Unit and in close co-operation with local expert and the seven registered political parties. Inputs: The OSCE/POiD, the national expert and the seven registered political parties will provide the international expert with the necessary information and materials for the fulfilment of his/her tasks. Deliverables: - Conduct a five-day seminar for political parties; - Assess the capacities and weaknesses of each of the mentioned parties; - Develop seven gender strategies for each registered political party; - Conduct one-day training for political parties on effective implementation processes on gender strategies.
