Background    
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its Politico-Military Dimension (PMD) commitments. Particularly, it provides support for strengthening democratic governance, reinforcing state institutions, youth and women empowerment, promoting regional diplomacy and cooperation. The Office is establishing a roster of suitable candidates to be engaged in the implementation of the Politico-Military Dimension (PMD) Programme projects and to provide expertise in one or more of the following areas:

  • Cybersecurity and cyberterrorism;
  • Digitalization.
     
Tasks and Responsibilities    
     
   

Under the overall guidance and direction of the Programme Manager, the Consultant will provide consultancy\expertise and assist in the implementation of the PMD Programme projects, particularly:

  • Conducting needs assessment and surveys (if required);
  • Identification of activities for achieving expected results of the programme;
  • Identification of main stakeholders including state authorities and civil society organizations;
  • Identification of risks for the implementation of activities and provision of recommendations for monitoring measures and adjustments;
  • Identification of external factors such as changes in legislation, political and economic situation that can impact on implementation of the projects;
  • Monitoring and evaluation of governmental policies/action plans;
  • Provision of recommendations on other ways to achieve the required goals and results;
  • Drafting analytical materials and reports including analysis of legislation;
  • Developing training modules and delivering of the training sessions.

Necessary Qualifications    
     
   
  • Higher education in Political and/or Social Sciences, Law, Journalism, Education, Gender, International Development, religious literacy, theology, IT technologies, or other related fields;
  • A minimum of 5 years of relevant and proven experience in one or more of the above proposed fields;
  • Proven experience in planning, implementation, management and monitoring of projects;
  • Good understanding of the security, social, economic and political situation in Kyrgyzstan;
  • Experience in the legislative drafting or analysis is highly desirable;
  • Experience in the implementation of international or regional level projects is highly desirable;
  • Experience with the OSCE and UN system is highly desirable;
  • Excellent analytical and writing skills;
  • Excellent skills in written and spoken Russian. Working knowledge of English will be an added advantage; and
  • Fully-computer literate.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
