Background  

In continuation of previous activities, the OSCE Department for Security and Public Safety (DSPS) within the OSCE Mission in Kosovo (OMiK) will organize training on countering financing of terrorism (CFT) as a comprehensive capacity building endeavour based on the needs and local specifics to support efforts to strengthen the Kosovo framework in this portfolio. It will involve all competent authorities which impact the effective implementation of Kosovo’s CFT. The said training is reflecting the fact that the terrorist threat is present and still evolving worldwide. Moreover, the financial disruption of terrorist networks appears to be of paramount importance. Apart from enhancing the capacities of training participants representing both law enforcement bodies and the judiciary, it is envisaged to jointly train course participants holding both administrative and criminal mandates in the field of CTF. In view of conspicuous shortcomings in terms of interagency-cooperation amongst all competent stakeholders to date, and improvable ability and commitment on the judiciary’s side the latter will be much more involved in number in proportion to training activities in the past. The designed training will be in compliance with TNTD/ATU’s counter-terrorism programs and activities. All attendees will be provided with further know-how enabling them to successfully play a role in CTF in future.

Objective

The main purpose of the planned activity is to help achieve and maintain legal and administrative compliance with international standards in the field of countering financing of terrorism. . Sources of information, the role of the Financial Intelligence Unit, case management, prevention of the abuse of non-profit organizations for terrorist financing, Foreign Terrorist Fighters and new payment methods will be the centre of attention.   

Tasks and Responsibilities  

Under the supervision of the Activity Manager, the international expert will provide the participants with his/her knowledge and expertise in the area of CFT to ensure efficient and effective investigations on terrorist financing related cases.

The international expert will be responsible for the following:

  • Develop the training methodology and materials in consultation with the activity manager and deliver the agenda, presentation slides and case studies prior to the training
  • Deliver a two-day training on the topics of sources of information, the role of Financial Intelligence Units in the given context, case management, prevention of the abuse of non-profit organizations for terrorist financing, Foreign Terrorist Fighters, and new payment methods
  • Identify possible legislative gaps and present recommendations to be taken into consideration by the respective institutions in Kosovo
  • Produce post-training evaluation report and recommendations for further action by OMiK.

Deliverables

  • By 08 October 2018, submit the training plan, agenda and corresponding materials to the Activity Manager for approval and potential amendment
  • By 15 October 2018, finalize the training plan, agenda and corresponding materials and submit them to the Activity Manager
  • From 31st of October to 01st of November 2018 deliver the two-day training session to 15 participants, covering, but not limited to the following areas
  • Legal and administrative compliance with international standards in the field of countering financing of terrorism
  • Practicality/limits of Kosovo’s Strategy and Action Plan on Prevention of Money Laundering and Terrorist Financing Requirements for digital evidence in court proceedings (authentic, reliably obtained and admissible)
  • Challenges of countering financing of terrorism such as interagency cooperation
  • Sources of information, the role of the Financial Intelligence Unit, case management, prevention of the abuse of non-profit organizations for terrorist financing, Foreign Terrorist Fighters and new payment methods   
  • By 15 November 2018, submit the post-training evaluation report, including the assessment of the effectiveness of the training and recommendations for further action to OMiK.

Performance Indicators

  • Final training plan, agenda, presentations, practical exercises, case studies and training evaluation questionnaire are submitted in time
  • Training delivered as scheduled and planned in the requested format and meeting the requirements of the Activity Manager
  • Positive feedback from the training participants (training evaluation questionnaire) is received
  • Meaningful post-training evaluation report is submitted to the Activity Manager.

  Necessary Qualifications  

  • A bachelor degree from a University of Applied Sciences or equivalent from another public education institute in law enforcement or a similar discipline such as jurisprudence or political science
  • Minimum of ten (10) years of experience in investigating economic crime, corruption, terrorism and money laundering
  • Minimum of five (5) years of experience in the area of CFT
  • Familiarity with relevant UN Security Council Resolutions and OSCE commitments in the thematic context of the training
  • Proven experience on delivering specialized training courses in the context of CTF
  • Cultural sensitivity and sound professional judgment; and
  • Previous experience of working in a capacity-building role
  • Excellent spoken and written English language is essential
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment
  • Albanian language command will be considered as an asset

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
