Background    
     
   

On 23 May 2019, the Gender and Anti-Trafficking Officer had meeting with the Director of the NGO “Femida”, the leading organization working in the field of CTiP (Combatting Trafficking in Persons), at which the Director raised concerns about the situation with protection of rights of the victims in court cases. The Femida’s Director especially emphasized the Right to compensation, claiming that there are only very few court cases when victim received compensation. Having in mind the non-existence of state fund for ensuring this Right, the victims cannot exercise their right. Therefore, the POiD decided to conduct a survey focused on assessment of the situation with the rights of the victims in the court procedure in Tajikistan and develop recommendations on improvement of this procedure in order to better protect the rights of the victims.

Purpose: Within the framework of the 2019 Anti-Trafficking Project, the OSCE POiD requires the services of an international expert to conduct a survey focused on assessment of the situation with the rights of the victims in the court procedure in Tajikistan and develop recommendations on improvement of this procedure in order to better protect the rights of the victims.

Duration of assignment: 1 (one) month.

     
Tasks and Responsibilities    
     
   

The international expert will be tasked with the following:

  • To develop/design the methodology for data collection and share it with the OSCE POiD Anti-Trafficking Project staff for getting feedback and recommendations;
  • To meet and conduct interviews with state actors in CTiP in Tajikistan (Inter-Ministerial Commission on Combatting Trafficking in Persons, the Centre for Combatting Trafficking in Persons under the Ministry of Internal Affairs, the Ministry of health and social protection of the population, etc.);
  • To meet and conduct interviews with non-state actors in CTiP in Tajikistan (civil society and international organizations);
  • Draft the report using the required OSCE format and share it with OSCE POiD Anti-Trafficking Project staff for getting comments not later than 24 October 2019;
  • Submit the final report no later than 30 October 2019.  
     
Necessary Qualifications    
     
   
  • Advanced university degree in law, preferably at PhD level, with a focus on anti-trafficking field;
  • A minimum of 10 years of relevant professional experience on anti-trafficking activities;
  • Experience in conducting various surveys devoted to the CTiP;
  • Experience in human rights, transparency, accountability or similar work would be an advantage;
  • Professional knowledge of English and Russian languages.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
