Background:

Under its Project “Advancing Societal Confidence Building Measures (Phase 1)”, the Democratization Department of the OSCE Mission in Kosovo seeks to increase participation and advocacy efforts of civil society organizations (CSOs), women caucuses and youth in dialogue and public participation. Specifically, through its activities, this project aims to maintain its partnerships and gather feedback from CSOs in Kosovo. In this context, amongst many other activities, the Mission organizes the traditional Civil Society Forum on annual basis. This event is a forum of discussion on challenges of the society and finding potential solutions thereof. Due to challenges  to the CSO sector in Kosovo and the need to have a strategy and direction to move forward with current developments, the Mission is looking to hire an International Expert for Civil Society with vast knowledge of the technology sector, in order to conceptualise and lead a forum showcasing best examples of technology developments and Civic Tech for the sector. The expert will collect and streamline topics/themes, present concrete case studies relevant to modern developments in Civic Tech and should be able to ensure equal opportunity for intervention by all participants, summarize information, deal with conflict in a diplomatic manner, as well as guide the discussion towards productive outcomes/objectives of the meeting.

Objective: OSCE requires the services of an experienced consultant/expert, familiar with the topic, for a period of four (4) working days to develop the concept and deliver the “Civil Society Forum 2019: Technology as an Enabler” for an audience of main stakeholders of the sector. 

Tasks:

Prepare the two-day event concept in close collaboration with the Project Manager; Provide advice on the topics and panel structures with local participants to be selected by Project Manager; Prepare the workshop on modern technology, platforms and tools for NGOs, accompanied by relevant materials.

Deliverables:

Within seven (7) days of assignment, the expert will submit to the Project Manager the event concept/outline and other relevant materials requesting feedback provided by the Project Manager; Within ten (10) days of assignment, the expert will submit to the Project Manager the final event outline, workshop materials and debate(s) concept, based on the feedback provided by the Project Manager; Within thirty (30) days of the assignment the expert will be engaged in facilitating sessions as per the CSO Forum Agenda. Exact dates within this timeframe will be known only when the agenda is finalized and depending on the availability of the expert.

Performance Indicators:

Effective and efficient communication with the Project Manager; Timely preparation of the concept and relevant materials, in appropriate format and presented to the Project Manager for final approval at least 2 weeks before the start of the CSO Forum; At least 60% positive feedback on the work of the expert receipt of evaluation form by participants; Flexible on possible new instructions to be taken into consideration which may derive from the team through his/her assignment.

Location: Prishtinë/Priština, Kosovo

Duration of consultancy:

The consultancy will last for 4 days: 2 days for the preparation for moderation of the CSO Forum 2019; 2 days for delivery and moderation of the CSO Forum within the period 15/11-15/12/2019.

Total: 4 days

Qualifications:

Advanced University degree in social sciences, public administration, international relations, political science, law, communications, or other related field; Minimum ten (10) years of professional experience in working with NGOs, civic tech  and technology/communication platforms; Previous successful experience with international or national civil society organizations in by mobilising knowledge and creating tools within the NGOs in path to self-sustainability; Excellent writing and communication skills in English, including facilitation, oral presentations, writing sections of papers, briefs, independent reports; Computer literacy (excellent use of Microsoft Office and understanding modern technology online tools).

 

Remuneration Package: Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
