New opportunities may arise for Tajikistan in terms of access to markets and due to its location as a potential bridge between the Middle East and the Eurasian Economic Union, as well as, through its potential involvement in the New Silk Road Economic Belt initiative. One of the priorities of the Tajik Government is to expand the transit routes within the country and its integration into the regional connectivity project. The important aspect of the transport connectivity is consideration of the compliance of the Tajikistan, as a member of the WTO, with the requirements of the Trade Facilitation Agreement (TFA) that entered into force in February 2017. The strategic geographic location of the country has triggered the establishment of the new cargo terminal which was built with the financial support from the Japanese Government. The new terminal creates an opportunity to serve as the regional hub and as a transit, storage, logistics and distribution facility for the goods and packages. In this regard, the OSCE will offer its support in developing the “soft component” of this project.
Objective:
Harmonize the operations of the newly built Air Cargo Terminal at the Dushanbe International Airport.

Tasks and Responsibilities |
|
|
|
|
|
|
|
- In joint cooperation with the Ministry of Transport, Customs Service and International Dushanbe Airport administration setup of the operations of the management of the Cargo Terminal of the Dushanbe International Airport;
- Draft the organizational diagram and the Charter of the Cargo terminal including the conceptualization and development of the methodology to enable a newly built Cargo terminal of the Dushanbe International Airport to operate efficiently and in accordance with IATA Cargo Handling Manual;
- Advice on customs and other related operations at the Cargo terminal;
- Advice the network on the day-to-day management of Cargo Terminal functions to ensure service delivery standards are aligned with Sky Cargo operational and customer service objectives;
- Facilitate and improve a benchmarking process for the Cargo terminal performance;
- Optimize resource deployment and maximize operational efficiency through the participation in, and the provision of guidance on systems development.

Necessary Qualifications |
|
|
|
|
|
|
|
- Higher education in Transport Management, Engineering, Cargo Management, Logistics, or other relevant field;
- A minimum of seven years of experience in airport operations management, with at least five years' experience in the technical aspects of the air cargo management and associated ground activities at airports;
- Proven experience in designing and implementing air cargo operations;
- Excellent knowledge of the end-to-end process overview of air cargo transportation, cargo acceptance procedures and documentations, the conditions of carriage, air waybill, the official contract of carriage, air transportation charges, air cargo industry regulations and procedures, handling and storage facilities, special cargo services, carrier's liability and valuation is compulsory;
- Ability to deliver results through home-based tasks as well as to travel to Dushanbe for a minimum period of 3 months;
- Professional fluency in English, good command of Russian is an advantage.
