Background    
     
   

The Plan of Measures for Optimization of the System of Municipal Services Provided at the Local Level for 2018-2023 was approved by a joint decree of the Ministry of Economy of the Kyrgyz Republic (KR) and the State Agency on Local Self- Governance and Interethnic Relations of KR on 23 August 2018. The objective of the plan is to develop efficient citizen oriented local self- government in the Kyrgyz Republic which aims to satisfy needs of local communities in public services.

Task 2 of the plan is to conduct analysis of current Issues of Local Importance (ILIs) for feasibility, efficiency and effectiveness of executing ILIs in the current conditions of the country and develop a methodology for defining own powers (competences) of local self-government bodies among other products (outcomes). 

Therefore, the OSCE Programme Office in Bishkek (POiB) will provide expert assistance to the Government of the Kyrgyz Republic to develop a methodology for defining own powers (competences) of local self-government bodies (LSGBs) in line with principles of feasibility, efficiency and effectiveness of executing ILIs  in the current conditions of Kyrgyzstan. For that purpose a team of local experts and one international expert are planned to be attracted.

An international consultant is needed to study international experience in developing methodologies of defining own powers (competences) of LSGBs/ municipalities in countries outside of the Commonwealth of Independent States (CIS). The international consultant will work distantly.   Objective:

To study international experience of executing ILIs in selected countries including available  methodologies of analysis of own powers (competences) of LSGBs in countries outside of the Commonwealth of Independent States (CIS).

 

     
Tasks and Responsibilities    
     
   

The international consultant based on the analysis of the experience of at least two countries selected for this consultancy assignment will develop an analytical note that will address the following aspects:

  • critical analysis of the experience of the selected countries in provision of municipal services;
  • model a method to be used for the analysis of the composition of stages and procedures of ILIs;
  • advisory assistance to the team of local experts in preparation of following methodological materials: (i) ILIs as a sum of municipal services and duties (responsibilities) of municipalities; (ii) the register of municipal services; (iii) the standards and administrative rules for provision of services; (iv) codifier of functions of LSGBs.

The international consultant is expected to deliver the following tasks:

  1. To study and analyse international experience in countries outside of the CIS (Note: the exact countries will be selected at the stage of signing the contract); submit an analytical note describing the experience of executing ILIs in selected countries including available methodologies of analysis of own powers (competences) of LSGBs on executing ILIs;
  2. To provide consultations for the team of local experts that will be attracted for developing the methodology of defining own powers (competences) of LSGBs, which should adapt international experience in this field to the realities and conditions of Kyrgyzstan;
  3. To provide review of the methodological documents prepared by the team of local experts;
  4. To perform other duties as required to fully reach the objective of this consultancy assignment;
  5. To submit progress reports on conducted work to the POiB when requested.

Deliverables

  1. An analytical note with findings on selected countries. Deadline: within 15 working days from the date of signing of the agreement, to be submitted to the POiB;
  2. Progress reports on advisory assistance provided to the team of local experts in preparation of the methodological materials to be submitted to the POiB when requested.

 

     
Necessary Qualifications    
     
   
  • University degree in social or economic sciences, public administration, public policy, economics or other related fields;
  • Postgraduate academic degree (PhD) in the fields mentioned above;
  • At least 10 years of professional experience providing expert- advisory services in the area public (municipal) services delivery, policymaking, public administration, municipal development or other related fields both at local and central (national) levels;
  • Proven experience in conducting similar research/ consultancy assignments related to the topic of development of local self- governments (sample reports to be submitted to POiB upon request); diverse experience comprising work experience in government bodies or parliaments, experience of developing legal and methodological documents, experience of writing analytical notes is desirable;
  • At least 5 years of work experience in teaching municipal civil servants and deputies of municipalities;
  • At least 5 years of scientific research work related to the topic of this consultancy. Namely at least three fundamental publications such as (i) educational books or training toolkits, (ii) methodological materials for public (municipal) civil servants, etc.;
  • Proven practical applicability of scientific research of the consultant in the field of municipal development meaning that the developed methodological documents should have been adopted/ applied in practice by municipalities;
  • Professional fluency in Russian;
  • Experience working in projects funded by international development organizations;
  • Experience working in post- Soviet countries including countries of Eastern Europe and countries of the Commonwealth of Independent State (CIS) (namely providing expert- advisory services to government bodies or parliaments, developing legal and methodological documents on the topic of development of municipalities) is an advantage;
  • Membership in professional associations that work in the area of development of municipalities.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
