Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 120 working days. Work location: home-based and field work. Travel within the OSCE region.  

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control,confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, anddecisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions

 

The Forum for Security Co-operation (FSC) is an autonomous OSCE decision-making body that deals with military aspects of security. The FSC Support Section co-ordinates and facilitates the OSCE’s role in the politico-military dimension. The primary task of the Section is to provide expertise and support to the FSC. The Section initiates, develops, implements technical assistance projects in the field of Arms Control, Small Arms and Light Weapons (SALW) and Stockpiles of Conventional Ammunition (SCA) as well as performs quality assurance and quality control of the implementing agencies (OSCE Field Operations, UN agencies, and commercial contractors). The amount of Section’s workload, as well as the need for technical expertise under specific assistance projects, including those delegated for implementation to the Field Operations require relying on additional technical capacity hired through consultancy.

     
Tasks and Responsibilities    
     
   

The consultant’s/expert’s services will be engaged by the relevant Project Manager of the FSC Support Section within the following clusters of tasks that will be further specified in the additional Terms of Reference, including maximum number of days per task. The consultant/expert must submit a report each time a given task is completed and delivered.

 

The overall objective of the assignment is to:

(1) garner lessons learnt from previous and current OSCE SALW/SCA practical assistance projects and provide recommendations for mainstreaming gender into the whole project cycle; (2) develop “the Guiding Notes for Practitioners on mainstreaming Gender into the OSCE SALW/SCA practical assistance projects”.

 

Underlying both endeavours is to strengthen gender considerations and mainstreaming in support of the OSCE practical assistance mechanism.

 

The consultant will be tasked to:

  • Developing evaluation and guidelines development methodologies for the assignment;
  • Performing in-depth desk review of necessary OSCE normative and project documentation as well as other relevant subject matter documents;
  • Performing remote and face-to-face consultations with the relevant stakeholders such as representatives of OSCE FSC Chairmanship/s,  OSCE FSC Chair’s Coordinator for SALW/SCA practical assistance projects, assistance requesting state/s and assisting/donor state/s, OSCE CPC/FSC support section and OSCE field operation/s;
  • Recording analysed findings including worked out lessons learnt;
  • Outlining recommendations in support of mainstreaming gender into the whole project cycle as a part of the OSCE practical assistance mechanism;
  • Outlining “Guiding Notes for Practitioners on mainstreaming Gender into the OSCE SALW/SCA practical assistance projects”
  • Delivering presentations on the preliminary findings to the relevant OSCE SALW/SCA thematic events (up to 2);
  • Drafting expected outputs / deliverables and submit those to the OSCE Secretariat CPC/FSC support section for approval;
  • Other duties that might arise in connection with the above.

Necessary Qualifications    
     
   
  • University degree in Social Sciences, Law, Political Sciences, or similar field;
  • Minimum of 10 years of professional experience at national and/or international level in the field of gender mainstreaming in the security sector and governance reform;
  • Understanding of the challenges facing OSCE participating States and its partners of co-operation in the field of SALW/SCA;
  • Familiarized with SALW/SCA thematic on policy, strategy and programmatic levels including planning;
  • Experience in the field of policy making;
  • Profound knowledge of policy drafting and development;
  • Excellent drafting and analytical skills, and strong knowledge and understanding of change management;
  • Professional fluency in English with excellent communication skills; ability to draft documents clearly and concisely;
  • Strong ability to carry out work independently;
  • Professional competence with MS Office and Windows applications, including word processing and e-mail;
  • Flexibility and ability to work under pressure in a challenging environment and within limited time frames.
     
Remuneration Package    
     
    Remuneration will depend on the selected consultant’s/expert’s qualifications and experience and in accordance with the OSCE established rates.
