Background | ||
In the last 20 years, the Council of Europe Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) made 12 visits to North Macedonia, 7 of which were ad-hoc. Consistent with the OSCE Mission to Skopje (the Mission) programmatic goal to improve the treatment of prisoners, with full respect for their human rights, in 2019 the Mission will support the Directorate of Execution of Sanctions (DES) in drafting the bylaws stemming from the newly adopted Law on Execution of Sanctions. Potential bylaws for revision concern the House Rules, psychosocial treatment and the progression and transfer of prisoners. Additionally, the Mission will conduct capacity building interventions for the staff of penitentiary institutions. Both interventions will be centered on the UN Standard Minimum Rules for the Treatment of Prisoners, commonly referred to as the ‘Nelson Mandela Rules’. For this purpose, the Mission seeks to engage two (2) international experts/consultants, one (1) consultant and one (1) lecturer within its “Advancing Human Rights” project. | ||

Remuneration Package | ||
For the services provided, the International Experts/Consultants will be remunerated at the rate of 200 EUR per day. The International Consultant will be engaged for a total of 9 working days between June and October 2019. The International Lecturer will be engaged for a total of 6 working days July and October 2019. Payment will be made in two instalments each, upon successful completion of tasks and responsibilities, as per the Terms of Reference. Travel expenses for the services to be delivered in North Macedonia will be covered by the Mission, according to the OSCE travel policy. |
