Background
     
   

Governments worldwide have been outsourcing non-core government functions to the non-government sector as means of increasing the efficiency of the public sector. OSCE Programme Office in Bishkek (POiB) will assist the Prime Minister’s Office of the Kyrgyz Republic by recruiting an international consultant  to conduct analysis of international best practice in outsourcing government functions to the non- government sector. The analytical note prepared by international consultant will show trends on how other countries worldwide are outsourcing some government functions to the non-government sector.

The international consultant will look into practice and legal framework related to outsourcing of government functions based on analysis of experience in several countries selected for this consultancy assignment and will come up with an analytical note that will cover the questions stated further. The international consultant will work from home or distantly.

     
Tasks and Responsibilities
     
   

To analyse international best practice in outsourcing government functions to the non- government sector.

The international consultant will come up with an analytical note that will address questions stated below:

  1. Analysis of the composition of government functions;
  2. Principles of defining which functions are determined as government functions;
  3. Ways of codifying in legislation determinants of government functions as well as ways of their implementation;
  4. Principles for determining government functions that can be outsourced; 
  5. What are the ways / mechanisms for outsourcing government functions; 
  6. Ways how transfer of government functions is ensured through regulations/ statutes; 
  7. How the analysis of the environment (capacity of non-government sector) into which government functions are outsourced is conducted?
  8. How liability for execution / non-execution of the transferred government functions is organized;
  9. Other questions related to organizing outsourcing government functions to non-government sector.

Tasks 

  1. Collect and analyse international best practices in outsourcing of government functions to non- government sector addressing all the questions stated above (based on analysis of experience in several countries selected for this consultancy assignment); 
  2. Preparation of the analytical note covering the issues/ questions stated above. Deadline: within 12 days from the date of signing of the agreement.
     
Necessary Qualifications
     
   
  • University degree in social or political sciences, public administration, public policy, economics, international development or other related fields;
  • At least 5 years of work experience in the area of public services delivery, policymaking, state administration or other related fields;
  • Proven experience in conducting similar research/ consultancy (sample report should be submitted upon request);
  • Fluency in English language both written and oral;
  • Fluency in Russian language both written and oral is an advantage;
  • Work experience in post- Soviet countries including countries Eastern Europe and CIS countries is an advantage.
